In the Republic of Slovenia pension insurance is considered to be a form of insurance and
one of the fundamental rights of the social security subsystems, by means of which
persons who have been in an employment relationship provide income security for
themselves in old age. The right to social security is also stated in the Constitution of the
Republic of Slovenia.
Historically, the system of pension and disability insurance in Slovenia has changed
several times. The last reform of 2012 brought a number of changes in this area, with
which the lawmakers tried to halt the rapid growth in the number of pensioners, thus
ensuring the long-term sustainability of the pension system.
The master's thesis examines the impact of the adopted reform on the growth of the
number of pensioners and the associated increase in the number of persons who remain
in employment, as well as the revenues and expenses of the Pension and Disability
Insurance Institute of Slovenia (ZPIZ). Regarding demographic changes, it was absolutely
expected that ZPIZ's revenues and expenses will increase from year to year, which will
certainly be a great challenge for the adjustment of the social security system in the
future.
In accordance with the above, a comparison of the Slovenian pension system with the
Swedish pension system was carried out, within the framework of the master's thesis,
where analyses show that the Swedish system is more adaptable to demographic changes
in the long run.
At the same time, some other pension systems were analysed in the field of doing work,
while receiving a pension. It turned out that the Slovenian pension system in this field is
fairly restrictive.
The facts thus speak in favor of a comprehensive arrangement of the pension system in
Slovenia.
