Ljubljana City Library with its Center of lifelong learning offers to the users through a variety of activities a space, a time and an opportunity to develop by lifelong learning. The purpose of the research was to find out which and how many activities the Services planned and later implemented. We analysed the contents of the strategic plans (from three periods: 2010–2012, 2013–2016, 2017–2021), annual programs (period 2009–2018) and annual reports (2009–2016). We complemented the results with a questionnaire for users (15), which helped us determine which activities and to what extent they participated in during a set period. We also asked the staff (4), using a partially structured interview, what knowledge they needed in their jobs and how they planned their work as part of the Centre of lifelong learning programme. The research showed that the implementation of activities highly depended on available financial resources, but the planned activities were still implemented to a large degree (75,3 % of the activities planned in previous two strategic plans were implemented). Besides the financial factor, the implementation of the activities depends on the number of staff (internal and external) and the needs of the environment. This kind of learning enables users further development or acquisition of new knowledge and represents an opportunity for social contact. The Center functions as a »one-stop-shop« by offering services and activities necessary for updating knowledge of each individual learner in the framework of lifelong learning.
