The term communication comes from the Latin verb communicare, which means it is common to communicate. Communication is a process of permanent information exchange. In social sciences, the term communication means the universality of various forms of connections and contact between members of society. Thus psychosocial communication considers the transfer of psychic content from one person or group to another, material communication presupposes the transfer or exchange of goods between individuals or groups of a particular society, whereas mass communication deals with the structure of receiving and broadcasting messages in media, or wider, in mass media .
The application of international standards ISO 9001, which are global, can be successful only if authentic, local solutions are implemented in the QMS (Quality Management System) implementation. Standards for individual management systems contain far more detailed requirements from the criteria for models of excellence of the overall management system. The reasons for the development of the TQM implementation methodology in two parallel directions lie primarily in the inability to detail, but simply, standardize the requirements for the overall management system, as well as the unwillingness of organizations to fine-tune their system in detail. ISO (International Organization for Standardization) is the world federation of national standards bodies (ISO members). In order for an international standard to be published, it must be approved by at least 75% of the members voting. The quality management system is based on eight principles of management. These principles can be used by the management, as a framework for steering the organization in order to improve performance.
The main goal of this paper will be to examine the research characteristics of communication as an element of the system of quality management in public administration.
