Abstract
Meriti in izmeriti uspešnost v organizacijah javnega sektorja je izziv, s katerim so se srečevali mnogi raziskovalci. Številne ideje, kako izmeriti uspešnost delovanja organizacije, so rezultat uspešnih primerov, predvsem iz zasebnega sektorja. Ena od teh metod je tudi kombinirana uporaba metode analize podatkovne ovojnice in sistema uravnoteženih kazalnikov. Namen magistrskega dela je predstavitev in poudarek pomena merjenja učinkovitosti v javnem sektorju s postavitvijo kombiniranega modela, prilagojenega ciljem preučevanih organizacij (upravnih enot). Cilj dela je prav tako analiza in prepoznava ustreznih vložkov in izložkov ter izdelava primerjalne analize učinkovitosti slovenskih upravnih enot, na podlagi rezultatov, pridobljenih s kombiniranim modelom. Podatke sem črpal iz upravne statistike in uradnih evidenc. Za obdelavo podatkov in preverjanje hipotez sem uporabil aplikacijo Banxia Frontier Analyst 4 ter Pearsonov koeficient povezanosti. Izdelal sem kombinirani model DEA-BSC za javni sektor. Iz analize podatkov sem pridobil konkretne, merljive rezultate, ki omogočajo primerjavo med enotami. Vsaka enota, ki ima prostor za izboljšavo, se lahko zgleduje po referenčni enoti za dvig učinkovitosti za vsak preučevan vidik. Na podlagi rezultatov je mogoče do neke mere oblikovati predloge za izboljšanje v okviru skupin enot s podobnimi storitvenimi modeli. Raziskava je pokazala, da je veliko priložnosti za izboljšanje kadrovskega potenciala in da so učinkovitejše enote bolj obremenjene s številom prejetih in rešenih zadev. Predlagani model je lahko izhodišče za nadaljnje raziskave znotraj upravnih enot in priložnost za uporabo v drugih organizacijah javnega sektorja.

Title:METRIC MODEL OF BALANCED SCORECARD AND DATA ENVELOPMENT ANALYSIS FOR PERFORMANCE MEASUREMENTS OF PUBLIC SECTOR ORGANIZATIONS
Abstract:
Measuring the performance of organizations in the public sector has been a challenging task for many researchers. Numerous ideas on how to measure the performance of an organization come from successful cases in the private sector. One of these methods is a combination of data envelopment analysis and balanced scorecard. The purpose of this master’s degree thesis is to present and promote the use of a combined model for measuring efficiency in the public sector. The model is adjusted to the objectives of the organizations in question (administrative units). The aim of the thesis is to analyze and identify the corresponding inputs and outputs, as well as carry out a comparative analysis of the efficiency of administrative units in Slovenia by using the results from the combined model. The data was gathered from administrative statistics and official records. The data processing and hypothesis testing was performed using Banxia Frontier Analyst 4 and Pearson’s correlation coefficient. A combined DEA-BSC model for the public sector was created. The data analysis produced concrete and measurable results, which enable us to compare related units. Each unit with room to improve can look to the reference unit for ideas on how to increase efficiency in each researched area. The obtained results enable us to some extent to create suggestions for improvement within groups of units with similar service models. The study showed that there are many opportunities for improving personnel potential, and also that the more efficient units are burdened with a higher number of received and solved cases. The suggested model can be a basis for further research within the administrative units, and can also be used in other public sector organizations.
