The purpose of the diploma work is to examine the cause of Posavje municipalities establishing a joint municipal administration, as well as a joint inspectorate or a minor offense authority. In the diploma work, I analyze the work of the inter-municipal inspectorate – joint minor offense authority of the municipalities of Bistrica ob Sotli, Brežice, Krško, Radeče, and Sevnica - from the establishment until today.
Methodologically, I used the normative, descriptive and comparative method, since I studied the legislation in the discussed field and analyzed the work of the minor offense authority.
The main finding of the diploma work is that state legislation has been regulated after almost two decades, but it is still partially in conflict with municipal ordinances that provide the basis for the functioning of municipal security officers and inspectors. One of the main issues is the lack of personnel, which depends on the budgets of the municipalities involved. Another one is the increasing authority being given to them in the context of performing duties.
The findings and conclusions of the diploma work present an insight into the issues of municipalities that have established a joint minor offense authority. Those findings are at the same time a framework for further development, which would lead to a more efficient and effective functioning of the authority.
