It is generally known to people that human rights are those rights that everyone acquires at birth, regardless of gender, race, language, religion, nationality or ethics or any other personal circumstance. Their recognition plays an increasingly important role in our lives as they are the legal basis for every individual right recognized by the states and protected by legal regulation. Consequently, these rights represent a key importance for people in legal matters or relations with the state.
Every day we witness continuous human rights violations both from the state and from the municipalities. People, especially those less fortunate, children and those with special needs feel helpless due to all violations of their rights. Many of these people are not even aware of their rights. They also forget about the institution that is available to them whenever they need help when their rights are violated. This institution is the Human Rights Ombudsman. Everyone has the opportunity to send an initiative to the Ombudsman if they think that somebody has denied human rights to them. With the Ombudsman's annual report it can be seen that he receives huge complaints and reports of human rights violations in the administrative field. These numbers are higher or equal every year, which is worrying. The main goal of the diploma thesis was the presentation of the Ombudsman's work in administrative procedures. Throughout the entire process of writing and analyzing the reports, it was possible to see that the biggest violations in administrative procedures occur with regard to the length of proceedings and not compliance with the principles. Similar violations occur annualy.
