Abstract
Diplomska naloga analizira nekatere strokovne podlage, ki določajo oz. so v pomoč pri oblikovanju zemljiške politike na območju občin Bovec, Kobarid in Tolmin. Uvodni del je posvečen predstavitvi obravnavanega območja, nato pa so predstavljeni še trenutno veljavni prostorski akti vseh treh občin. Najobsežnejši del diplomske naloge obravnava analizo trga nepremičnin zgornjega Posočja, ki zajema nezazidana stavbna zemljišča, stanovanja in stanovanjske hiše, prodane med 1.1.2007 in 31.5.2017. V nadaljevanju diplomske naloge je za obdobje med letoma 2007 in 2016 analizirano tudi število izdanih dovoljenj za gradnjo stavb na obravnavanem območju. V zaključku diplomskega dela so povzeti še občinski odloki opremljanja stavbnih zemljišč s tega območja, izračunan pa je tudi znesek komunalnega prispevka za opremljanje stavbnega zemljišča za namen gradnje enostanovanjske hiše v posamezni občini. Ugotovljeno je bilo, da so strateški prostorski cilji vseh treh obravnavanih občin vezani predvsem na nadaljnji razvoj turizma, izboljšanje obstoječe javne infrastrukture in racionalno rabo prostora. Problem odseljevanja in zmanjševanja števila prebivalstva se kaže tudi na trgu nepremičnin, ki je razmeroma majhen in slabo aktiven, sicer pa na njem prevladuje prodaja stanovanj. Lokacije prodanih nezazidanih stavbnih zemljišč in stanovanjskih hiš so razpršene, cene pa precej variirajo. Pri analizi prodaj stanovanjskih hiš je opaziti, da se na trgu nepremičnin večinoma prodajajo le starejši objekti. Značilnost obravnavanega območja je tudi ta, da je za gradnjo novih stanovanjskih objektov skoraj vsako leto izdanih več gradbenih dovoljenj kot je prodanih stanovanjskih hiš na nepremičninskem trgu.

Title:Expert bases for the implementation of land policy in the municipalities of Bovec, Kobarid and Tolmin : graduation thesis
Abstract:
The thesis deals with some of expert bases which determine or are of help when it comes to formation of land policy in the municipalities of Bovec, Kobarid and Tolmin. The first part deals with presentations of the municipalities and their valid spatial planning documents. The main part of the thesis analyses the real estate market of this area which includes all buildable plots, apartments and detached houses sold between 1 January 2007 and 31 May 2017. In addition the number of building permits in this area issued between 2007 and 2016 is analysed as well. In conclusion, documents of supplying services for buildable plots in the municipalities of Bovec, Kobarid and Tolmin are summed up and to demonstrate their contents a building land development fee is calculated for each municipality. To sum up the findings, the common strategic development of all three municipalities is further development of tourism, improvement of public infrastructure and deliberate spatial planning. The problem of population decrease and senescence affects also real estate market which is rather small and inactive. The most common sold real estates in this area are apartments. The locations of sold buildable plots and detached houses are dispersed and their prices differ a lot. Detached houses which are sold on real estate market are mostly old buildings. Moreover, almost every year there are more building permits issued for residential purpose than detached houses sold on real estate market.
