The thesis deals with some of expert bases which determine or are of help when it comes to formation of land policy in the municipalities of Bovec, Kobarid and Tolmin. The first part deals with presentations of the municipalities and their valid spatial planning documents. The main part of the thesis analyses the real estate market of this area which includes all buildable plots, apartments and detached houses sold between 1 January 2007 and 31 May 2017. In addition the number of building permits in this area issued between 2007 and 2016 is analysed as well. In conclusion, documents of supplying services for buildable plots in the municipalities of Bovec, Kobarid and Tolmin are summed up and to demonstrate their contents a building land development fee is calculated for each municipality.
To sum up the findings, the common strategic development of all three municipalities is further development of tourism, improvement of public infrastructure and deliberate spatial planning. The problem of population decrease and senescence affects also real estate market which is rather small and inactive. The most common sold real estates in this area are apartments. The locations of sold buildable plots and detached houses are dispersed and their prices differ a lot. Detached houses which are sold on real estate market are mostly old buildings. Moreover, almost every year there are more building permits issued for residential purpose than detached houses sold on real estate market.
