Abstract
Magistrsko delo obravnava ureditev in delovanje osnovnošolskega sistema v Sloveniji in na Finskem. Osnovnošolsko izobraževanje je obvezno izobraževanje, zato je toliko bolj pomembno, da ga države ustrezno izvajajo. Namen magistrskega dela je opredeliti slovenski in finski osnovnošolski sistem, s pomočjo tuje in domače strokovne literature. Med seboj ju primerjati ter raziskati, ali sta sistema učinkovita, uspešna in kakovostna. Finski vzgojno-izobraževalni sistem velja kot eden izmed najuspešnejših v svetu, zato mi le-ta predstavlja neki izziv. V delu je bilo uporabljenih več raziskovalnih metod. Od metode deskripcije, kompilacije, primerjalne in statistične metode. Cilj magistrskega dela je bil z rezultati raziskav pokazati, kakšen je v praksi slovenski osnovnošolski sistem in zakaj bi bilo bolje, da bi se le-ta prestrukturiral in približal finskemu. Med seboj sem primerjala zgodovino šolstva, cilje osnovnošolskih sistemov, organizacijo pouka, sisteme napredovanja učiteljev, preverjanje ocenjevanja znanja ter finančne izdatke za šolstvo in plače učiteljev v obeh državah. Rezultati so pokazali, da je podobnosti med osnovnošolskima sistemoma izredno malo. Več je bilo razlik med njima in ravno te razlike so tiste, ki finsko osnovnošolstvo uvrščajo v sam svetovni vrh. Pridobljeni podatki so pokazali, da Slovenija porabi relativno več finančnih sredstev za financiranje osnovnošolskega izobraževanja, kar je precej zanimivo, glede na to, da je finsko osnovnošolsko izobraževanje popolnoma brezplačno. Magistrsko delo z vsemi raziskavami potrjuje, da je treba slovenski osnovnošolstvo čim prej reformirati in se pri tem zgledovati po finskem osnovnošolskem sistemu, ki je eden izmed najzglednejših na svetu. Opisana problematika lahko služi kot osnutek pripravljavcem predlogov za novo šolsko reformo.

Title:Comparison of the arrangement and functioning of the Slovene and Finnish primary school system
Abstract:
The master thesis deals with the organization and functioning of the primary education system in Slovenia and Finland. Since primary education is a compulsory education, therefore it is more important that countries implement it properly. The purpose of the master's thesis is to define more precisely the Slovene and Finnish elementary school system, using foreign and domestic professional literature. Compare them with each other and explore whether the systems are efficient, effective and quality. The Finnish education system is considered as one of the most successful in the world and because of that this country presents me with a challenge. Several research methods were used. From the description method, compilation, comparative and statistical methods. The aim of the master's thesis was to show through the results of the research what the Slovenian primary school system is in practice and why it would be better for it to be restructured and why should approach the Finnish elementary school system. I compared each other with the history of schooling, the goals of primary school systems, the organization of lessons, teacher advancement systems, the assessment of knowledge and financial expenditure for education and teachers' salaries in both countries. The results showed that the similarities between the two primary schools are extremely low. There were a lot more differences between them, and these differences are those that place Finnish elementary education to the top of the world rankings. On the basis of all the data obtained, it was found that Slovenia spent relatively more funding for the financing of primary education, which is quite interesting, given that Finnish primary education is completely free. The master's thesis with all the research confirms that the Slovenian elementary school system needs to be reformed as soon as possible, and it needs to be inspired by the Finnish elementary system, which is one of the most prominent in the world. The problems discussed in this master's thesis can serve as a draft to the drafters of proposals for a new school reform.
