Abstract
Etika je v današnjem času še posebej pereča, saj sta ob hitrem tehnološkem razvoju in modernem načinu življenja vedno pomembnejša zaslužek in lastna korist, na etiko pa se pogosto pozablja. Tu ima pomembno vlogo javna uprava, saj s svojim delovanjem opravlja dejavnosti v javnem interesu, se hkrati ravna po etičnih standardih in je tako vzor državljanom. Združuje namreč splošne vrednote in vrednote javne uprave, ki se kažejo v opravljanju dejavnosti. V diplomskem delu je predstavljeno področje etike in vrednot v javni upravi kot tudi splošen pomen obeh področij za človeka. Predstavljen je zakonski okvir, ki ga morajo upoštevati javni uslužbenci pri delu. Diplomsko delo se osredotoča predvsem na Kodeks etike javnih uslužbencev v državnih organih in upravah lokalnih skupnosti, zajeto pa je tudi področje neetičnega ravnanja s poudarkom na korupciji, diskriminaciji in nasilju. S pomočjo anketnega vprašalnika je bila opravljena raziskava na treh upravnih enotah, in sicer na UE Brežice, UE Krško in UE Sevnica, rezultati pa so prikazani v petem poglavju. Ti kažejo, da se javni uslužbenci zavedajo pomembnosti etike in so seznanjeni s Kodeksom etike javnih uslužbencev v državnih organih in upravah lokalnih skupnosti. Kot pričakovano, so se nekateri javni uslužbenci pri delu že srečali z neetičnim ravnanjem. Nekoliko pa preseneča dejstvo, da so nekatere vrednote, ki so ključne za delovanje javne uprave, posameznim javnim uslužbencem nepomembne.

Title:ANALISYS OF COMPLIANCE OF ETHICAL CODEX OF PUBLIC SERVANTS IN SELECTED ADMINISTRATIVE UNITS
Abstract:
Ethics play an important role today in the fast-paced technological and developmental modern lifestyle because income and personal benefits seem to be more important than the ethics. The public administration plays an important role because its activities work within the interest, wherein follows the ethical standard, the citizens can have it as a model. Actually, it unites the general values with the values of the public and reflected administration in its actions. In my graduate thesis, I have represented the sphere of ethics and values in the public administration as well as the general importance of both spheres of a human, and a statutory frame that all employees of the public administration should follow. In diploma thesis is presented the area of ethics and vlues in public administration and also general meaning of both areas for people. A legal framework for public servants is also presented. The focus is on Code of ethics for public servants in state authority and administration of local communities. Area of unethical behaviour with emphasis on corruption, discrimination and violence is also presented. With the help of a questionnaire, a research has been carried out in three Local Administration Units (LAU Brežice, LAU Krško and LAU Sevnica) the result of which have been presented in the fifth chapter. The results have shown that public employees are aware of the importance of ethics and familiar with the Ethics Codex of Public Employees in Public Bodies and Local Public Administrations. As expected, some of the employees have encountered unethical behaviour at their work. However, it is to a certain extent surprising that some values, which are crucial for the operations and activity of the Administration, are not important to the to the employees.
