For the successful and efficient operation of organizations, the primary goal is that in the highest positions employees are the best leading experts, which are provided by different legal authorities. The official council is an independent body, through which the state administration provides ambitious, competent potential candidates for the top official positions. By appointing special competition commissions, the Official Council shall ensure that, on the basis of the assessments of the special selection board, candidates for the positional jobs are appointed. In addition, the Office of the Council reduces political influence and has the power to appoint officials in positions. It also takes care of the professional selection of candidates applying for tenders for top positions in the state administration. The state administration is the responsible institution, which has to ensure that the best experts are selected in different management positions.
Current issues are intended to monitor trends based on comparisons by individual years in relation to candidates. Problems are solved by professional associates with real-time input of data into tables where they are merged, analysed and graphically processed. Statistical analyses are very important, since they enable easier identification of problems in individual areas, thus contributing to better transparency of results, which are useful in the further functioning of authorities.
During my study practice at the Ministry of Public Administration, the Public Sector Directorate, the Sector for Support of the KPDR and the Official Council, I gained a lot of knowledge and a better overview of how the Council of the Officials works. Therefore, the purpose of the diploma paper entitled Analysis of the Work of the Official Council was to deepen the research and thus, over a longer period of time, compare candidates who applied for public competitions.
The quantitative research was used in the thesis, since the obtained numerical data compares the relations between candidates for a period of seven years. A comparative method and method of analysis as well as a descriptive method are used, since the task is also descriptive.
As part of the analysis, it has been found that male candidates were mostly applied to public competitions between 2009 and 2016, they also proved to be more appropriate than women, as they are more ambitious and competent and committed to work. Women have also proved to be appropriate, but the reason for the lower number of women's suitability is probably due to the fact that they are much more burdened with family and households, consequently less committed to work and careers, and therefore less experienced.
