Abstract
Ljudje smo s tehnološkim razvojem in modernim načinom življenja močno vplivali na podnebje na Zemlji. Z uporabo fosilnih goriv smo povečali koncentracijo toplogrednih plinov in s tem pripomogli k zvišanju globalne temperature. Posledice se že kažejo v ekstremnih vremenskih pojavih, kot so suše, poplave, neurja, taljenje ledenikov, izumiranje živalskih vrst itd. Z novimi tehnologijami lahko celo spreminjamo vreme na določenih območjih. O podnebnih spremembah je ozaveščenih vedno več prebivalcev Zemlje, zato so države konec 20. stoletja začele ukrepati. Na mednarodni ravni so v okviru OZN sprejeli naslednje pomembne pravne akte: Okvirna konvencija Združenih narodov o spremembi podnebja, Kyotski protokol in Pariški sporazum. Države stremijo tudi k trajnostnemu razvoju, ki pomeni zadovoljevanje trenutnih potreb, ne da bi pri tem ogrožali zadovoljevanje potreb prihodnjih generacij. Ena bolj ambicioznih politik je tudi podnebna politika Evropske unije, ki dosega dobre rezultate na področju zmanjšanja izpustov toplogrednih plinov. Slovenija kot država članica Evropske unije prispeva svoj delež pri uresničevanju zastavljenih ciljev EU. Večina nacionalnih predpisov je nastala na podlagi evropskega prava in pod vplivom mednarodnih podnebnih politik. V boju proti podnebnim spremembam je pomembna strategija ublažitve in prilagajanja na podnebne spremembe. Ublažitev podnebnih sprememb pomeni zmanjšanje emisij toplogrednih plinov, prilagajanje pa pomeni krepitev družbene odpornosti na podnebne spremembe in zmanjševanje njihovih škodljivih učinkov. Večina držav se je odločila za preventivne ukrepe zmanjšanja emisij toplogrednih plinov.

Title:Law and climate changes
Abstract:
People have strongly infuenced the climate on Earth by technological development and modern way of life. By using fossil fuels, we increased the concentration of greenhouse gases and thereby increased the global temperature. The consequences have already shown in extreme weather conditions such as droughts, floods, storms, melting glaciers and extinction of animal species, etc. By new technologies we can even change the weather in certain areas. Earth´s population is more and more aware of climate changes, that is why in the end of 20th century countries began to take an action. At the international level in UN, countries have adopted the following legal acts: The United Nations Framework Convention on Climate Change, the Kyoto Protocol and the Paris Agreement. Countries also strive for sustainable development, which means to satisfy current needs and not to threaten satisfaction of the needs of future generations. One of the most ambitious policies is the European Union´s climate policy, which achieves good results in reducing greenhouse gases. Slovenia as a member state of the European Union contributes it´s part in achieving the EU set goals. Most of the national regulations are based on the European law and under the influence of international climate policies. In fight against climate change is very important a strategy of mitigation and adaptation to climate change. Mitigation of climate change means reducing emissions of greenhouse gases, while adaptation means strenghtening social immunity to climate change and reducing their adversely efffects. Most countries decided for preventive measures of reducing greenhouse gases.
