Abstract
Namen diplomskega dela z naslovom Planiranje in razvoj kadrov v zdravstveni organizaciji je predstaviti postopke ter vidike načrtovanja in razvoja kadrov, s katerimi bi organizacija dosegla optimalno raven učinkovitosti pri tem procesu. Razlog za pisanje diplomskega dela z zgoraj omenjenim naslovom je, da danes organizacije zaradi nepredvidljivih časov težko optimalno načrtujejo in razvijajo kader, česar namen je izboljšanje poslovanja organizacije. Danes se v zdravstvenih organizacijah pojavljajo težave glede kadrovske zadostnosti. To se kaže na delovanju same organizacije kakor tudi pri zaposlenih, ki se soočajo z različnimi težavami, ki so posledica kadrovske podhranjenosti, in tudi pri bolnikih. Zato sem z uporabo deskriptivne metode predstavil proces načrtovanja in razvoja kadra ter posledice, kot sta absentizem in fluktuacija, ki se kažejo v organizaciji, če proces ne zadosti nekim standardom. Z uporabo empirične metode in anketnega vprašalnika, ki so ga izpolnjevali zaposleni v Univerzitetnem kliničnem centru Maribor, sem dobil vpogled v to, kako se zaposleni soočajo s pomanjkanjem kadra in kakšen vpliv ima to na zaposlene. V diplomski raziskavi je bilo ugotovljeno, da obstajajo negativne posledice kadrovskih težav v raziskovani zdravstveni organizaciji, vendar te težave niso le neposredna posledica slabega načrtovanja kadrov, ampak izhajajo tudi z državne ravni, saj bi država morala poskrbeti za zdravo delovanje zdravstvene organizacije.

Title:PLANNING AND DEVELOPMENT OF HUMAN RESOURCES IN HEALTHCARE
Abstract:
The purpose of the thesis, entitled Planning and development of human resources in healthcare, is to discuss adequate guidelines relating to the planning and development of human resources. It describes the proper steps for organizations so they can reach optimal efficiency. The reasons behind the thesis are connected to the fact that organizations are nowadays forgetting about planning and developing human resources, which results in a lack of human resources and unhappy employees. This is the reason why organizations are unable to reach their full potential. Another reason behind the thesis is the growing problem of insufficient human resources in healthcare in Slovenia. This burning problem is affecting healthcare organizations and their employees and even patients. To this end, we conducted a theoretical research to present the whole process of planning and development of human resources and the consequences faced by an organization that fails to follow some kind of standards. The second part of the paper deals with University Medical Centre Maribor and its employees. The employees were asked a number of questions in order to provide insight into how the staff in the institution feel and react to the problem of insufficient human resources. The research yielded interesting results. In many ways the lack of human resources is visible in the healthcare organization, but the main and probably the biggest problem lies in the country itself. Slovenia is not showing any improvements or even the right mentality to start helping its healthcare organizations with fixing visible problems.
