Abstract
V Sloveniji imamo že več kot 10 let vzpostavljen sistem dodeljevanja nepovratnih finančnih sredstev za sodobne kotle na lesna goriva za povečanje rabe obnovljivih virov energije. V raziskavi smo analizirali prejemnike nepovratnih finančnih sredstev, analizirali uporabo lesnih goriv z vidika potrošnika in delovanje kurilne naprave ter analizirali sistem dodeljevanja nepovratnih finančnih sredstev za sodobne kotle na lesna goriva iz Eko sklada (SWOT analiza sistema). Med prejemniki nepovratnih sredstev med leti 2009 in 2015 smo 80 anketirancev izbrali na način slučajnostnega vzorčenja iz baze podatkov posredovane s strani Eko sklada ter z njimi opravili telefonsko anketo. Povprečna starost anketirancev je bila relativno visoka, izobrazbena struktura dobra in spolna sestava precej uravnotežena. Kar 66,3 % anketiranih meni, da je pri nakupu lesnih goriv za ogrevanje s sodobnimi kotli na lesna goriva najpomembnejša kakovost, na drugem mestu je cena, na tretjem pa možnost dostave na dom . Večina anketiranih je izpostavila, da je k odločitvi za investicijo v novo sodobno kurilno napravo prispevala nujna posodobitev kurilnega sistema, sledil je odgovor nizka cena energenta v primerjavi z ostalimi. Anketirani so bili v večini zadovoljni z višino dodeljenih nepovratnih sredstev in sam postopek pridobivanja so večinoma ocenili kot enostaven oz. zelo enostaven. Preko SWOT analize smo z defenzivnim pristopom predlagali usmeritve za prihodnje priprave razpisov na Eko skladu, kjer je potrebno da Eko sklad izkoristi prednosti v izogib nevarnostim in slabostim.

Title:The experiences of users with obtaining grants from eco fund for modern biomass boilers
Abstract:
A system of granting for modern wood fuel boilers to increase the use of renewable energy sources has been established in Slovenia for over 10 years. In this research we studied the recipients of grants, the use of wood fuels from the consumer's perspective and the operation of new wood fuel boilers. We also analyzed the system of granting for modern wood fuel boilers from the Eco Fund (SWOT analysis). Among the recipients of grants between 2009 and 2015, 80 respondents were selected from the Eco Fund database with random sampling and then a telephone survey was carried out with them. The average age of the respondents was relatively high, the educational structure was good and the sexual structure was quite balanced. 66.3 % respondents think that when purchasing wood fuels for heating with modern wood fuel boilers, quality is the most important, at second place is the price, while on the third position is the possibility of home delivery. A majority of the respondents pointed out that they decided to invest in a new modern wood fuel boilers because of the necessity of adaptation of heating system, the second most important reason for the investment was a low price of wood fuel compared to the others. The respondents were mostly satisfied with the amount of obtained grants, and a process of obtaining grants was mostly assessed as a simple or very simple process. Through the SWOT analysis, we proposed defensive approach to guidelines for the future preparation of tenders on Eco Fund, where it is necessary for Eco Fund to take strengths to avoid weaknesses and dangers.
