UVEDBA ČRTNE KODE PRI UPRAVLJANJU DOKUMENTARNEGA GRADIVA V IZBRANI UPRAVNI ENOTI

Abstract
Za upravljanje dokumentarnega gradiva je pomembna evidenca dokumentarnega gradiva, ki se v slovenski javni upravi najpogosteje vodi z informacijskim sistemom Lotus Notes – SPIS 1.45. Problem je, da morajo zaposleni v glavni pisarni pravilno in sproti ročno vpisovati podatke v evidenco dokumentarnega gradiva in pri tem delajo napake, zato se v upravnih enotah pri upravljanju dokumentarnega gradiva predlaga uvedba črtne kode, konkretneje v Upravni enoti Ljubljana. V diplomski nalogi je analiziran proces upravljanja dokumentarnega gradiva. Podrobno je predstavljena uvedba črtne kode v Upravno enoto Ljubljana, in sicer načrt (postopek) in cilji uvedbe črtne kode, predlogi sprememb, potrebna oprema, priprava programske rešitve, prikaz prenove procesov po uvedbi črtne kode in analiza koristi njene uvedbe. Na podlagi anketnega vprašalnika, ki so ga reševali zaposleni na upravni enoti, pa je dobljena slika stanja o uvedbi črtne kode na Upravno enoto Ljubljana. Ker se zaposleni srečujejo z veliko dokumentarnega gradiva, ki ga morajo obdelati, in da pri vnosu ne pride do človeških napak, se predlaga uvedba črtne kode tipa 128, saj se je poskusna QR-koda, ki so jo imeli na povratnicah, izkazala kot preobčutljiva in neberljiva, če je bila povratnica zmečkana oziroma natrgana.

Title:INTRODUCTION OF THE BAR CODE IN MANAGING OF DOCUMENTS IN THE SELECTED ADMINISTRATIVE UNIT
Abstract:
For managing the documents, the record of the document material is very important. In the Slovenian public administration, it is most often conducted with Lotus Notes – SPIS 1.45 information system. The problem is that employees in the main office must correctly and manually enter the data in the record of the document material, and in doing so, they make mistakes. Therefore, it is proposed to introduce the bar code in managing of documents in the Ljubljana Administrative Unit. The diploma thesis analyses the process of managing documentary material. Introduction of the bar code in the Ljubljana Administrative Unit is presented in detail, namely the plan (procedure) of introducing the bar code, the goals of introducing the bar code, the amendments, the necessary equipment, the preparation of a software solution, display of process renovation after the introduction of the bar code, and analysis of the benefits of the introduction of the bar code. On the basis of a questionnaire, which was filled in by the employees of the Ljubljana Administrative Unit, a picture of the situation about the introduction of the bar code into the Ljubljana Administrative Unit was obtained. Since employees encounter a large number of documentary materials that they need to process without human error while entering the data, it is proposed to introduce a bar code type 128 since the testing QR code, which was on the return receipt, was sensible and non-readable if it was crushed or torn.
