Izzivi mladinskega uličnega dela v Sloveniji

Abstract
Mladinsko ulično delo predstavlja vrsto mladinskega dela, ki se izvaja na odprtih javnih površinah, a presega okvir, ki mu ga postavljata samo mladinsko ali samo ulično delo. Ključni akterji, brez katerih ne bi obstajalo, so mladi in mladinski ulični delavci. V Sloveniji se pozicionira znotraj mladinskega sektorja, vendar se pogosto povezuje tudi z drugimi strukturami, deluje lahko tudi medsektorsko. Pričujoče besedilo predstavi tudi povezavo in možne sinergije med socialno pedagogiko in mladinskim delom ter mladinskim uličnim delom. Predstavi tudi Mrežo Mlada ulica (v nadaljevanju MMU), mrežo organizacij, ki izvajajo mladinsko ulično delo na področju Mestne občine Ljubljana. Projekt MMU predstavlja primer dobre prakse mladinskega uličnega dela v mladinskem sektorju po vrsti dela, ki ga izvaja, ter po načinu izvajanja dela in delovanju. Način delovanja je visoko participatoren in transparenten, omogoča MMU, da dobro deluje in da lahko vsaka od mrežnih organizacij MMU preko vključenih matičnih projektnih sodelavcev zastopa svoje interese. Projektni sodelavci, mladinski ulični delavci_vke MMU preko medsebojnega sodelovanja, podpor in spodbud soustvarjajo okolje, v katerem omogočajo aktivno udeležbo vseh. Kljub neenaki stopnji sodelovanja posameznika_ce, so si med seboj enakovredni. Posameznik_ca se v MMU vključuje glede na lasten interes in sebi lastne razpoložljive vire. Znotraj mladinskega sektorja je eno izmed pomembnejših načel, ki ga MMU dosledno udejanja, vključevanje mladih v vse nivoje projektnega načrtovanja in izvajanja, kar omogoča večjo trajnost projekta; mladim pa omogoča, da pridobivajo različna znanja in krepijo svoje kompetence v podpornem delovnem okolju. Z raziskovanjem sem pridobila tudi informacije o različnih možnostih izboljšav mladinskega uličnega dela MMU, ki sem jih razvrstila glede skupine: logistične izboljšave, individualne in skupinske izboljšave pri delu na ulici in v delovnih skupinah MMU, strukturne izboljšave MMU in izboljšave na področju informiranja in komuniciranja z javnostmi MMU. Izzivi, ki se izrisujejo za področje mladinskega uličnega dela v Sloveniji, so povezani s strokovnim, teoretičnim in praktičnim pisnim utemeljevanjem in nizko prepoznavnostjo načina dela, tako v splošni javnosti, kot tudi med relevantnimi odločevalci na lokalnem in nacionalnem nivoju. Med izzivi najdemo tudi raznovrstnost oblik, v katerih se pojavlja, in tem, ki jih naslavlja. Kot večina mladinskega sektorja v Sloveniji se tudi mladinsko ulično delo sooča s kadrovsko podhranjenostjo in fluktuacijo, finančnimi omejitvami, zagotavljanjem trajnosti ter razdrobljenostjo, tako lokacijsko kot usmeritveno.

Title:The challenges of street-based youth work in Slovenia
Abstract:
Street-based Youth Work represents a type of Youth Work, that is implemented on the open public spaces. It exceeds the frames represented by eather Youth work or Street work. Key individuals, without which it would not exist, are young people – the Youth and Street-based Youth Workers. In Slovenia, it is positioned in Youth sector, but does ofthen connect to other structures and can act and function intersectoral. This master thesis presents the connection and possible synergies between Social pedagogy and Street-based Youth Work. It presents also Network Mlada ulica, network of organizations, which is implementing their Street-based Youth Work in Municipality of Ljubljana. Project Network Mlada ulica (MMU) represents an example of good practice in Street-based Youth work in Youth sector regarding the the work carried out by it, the method and the performance of work and functioning. The manner of functioning of MMU is highly participatory and transparent. It allows MMU to function good and that every of MMU’s organizations can have its interest represented via their involved project coworkers. Project coworkers, Street-based Youth workers, are co-creating working environment through cooperation, supporting each other and being incentive, so there is equal possibility for active participation. Although they are not cooperating to the same extent, they are equal among each other. Individual participates in MMU according to their own interes and the availability of one’s resources. Project MMU follows one of the most important principles in Youth sector – inclusion of Youngsters in all stages of project planning and implementation. This gives the project MMU durability and enables obtaining of different knowledge and strengthening competencies in supportive working environment to Youngsters. With reaserching of MMU’s Street-based Youth work, I had gathered information about different ways to improve its work. I have classified them in four groups: logistic improvement, individual and group improvement with work on the street and in work groups of MMU and improvement in public relations of MMU. The challenges framing the field of Street-based Youth Work in Slovenia are connected to expert and professional theoretical and practical grounding in written form. There is also the connection with low recognition of Street-based Youth Work methodology among general public and relevant decision makers on local and national level. They also consist of diversity of its forms and themes addressed by it. As majority of Youth sector in Slovenia, it is unable to avoid the chalanges of shortfall and fluctuation of human resources, financial boundaries, ensouring its durability, locational scattering and thematic fragmentation.
