Abstract
Diplomsko delo obravnava spodbude za uresničevanje energetske učinkovitosti kot enega ključnih mehanizmov, s katerim želi Slovenija uresničiti ambiciozne cilje Evropske unije na področju energetske učinkovitosti, kot jih opredeljuje Direktiva 2012/27/EU o energetski učinkovitosti, tj. povečanje energetske učinkovitosti za 20 % do leta 2020 ter s tem ciljem povezana in neločljiva cilja povečanja rabe obnovljivih virov energije in zmanjšanja izpustov toplogrednih plinov. Namen diplomskega dela je ugotoviti, v kolikšni meri Slovenja uresničuje cilje na področju energetske učinkovitosti in sicer s pomočjo analize spodbud za uresničevanje energetske učinkovitosti v stavbah, kot ključnem sektorju v katerem je mogoče doseči velike prihranke energije. Pri analizi doseženih učinkov finančnih spodbud se diplomsko delo osredotoča na Eko sklad, j.s., ki deluje v funkciji nacionalnega sklada za energetsko učinkovitost in je o doseženih prihrankih energije zavezan poročati državi na letni ravni. Teza, ki sem jo zastavil v diplomskem delu je, da so nepovratne finančne spodbude države učinkovit mehanizem za doseganje ciljev večje energetske učinkovitosti. Diplomsko delo analizira zakonodajo in strateške dokumente na področju energetske učinkovitosti, na kratko predstavi različne vire sredstev za finančne spodbude, analizira dosežene učinke dodeljenih nepovratnih finančnih spodbud, ki segajo od okoljskih do gospodarskih in družbenih učinkov in poskuša ugotoviti, ali so zastavljeni cilji uresničljivi ter ali bi lahko rezultate izboljšali.

SUBSIDIES FOR IMPLEMENTATION OF ENERGY EFFICIENCY
Abstract:
The thesis deals with financial incentives for energy efficiency as one of the main policy mechanisms with which Slovenia wants to achieve ambitious goals set by the European Union in the field of energy efficiency. The goal of energy efficiency which is tightly interlinked with goals of the increase in renewable energy sources and reduction of greenhouse emissions is set out in the EU Directive 2012/27/EU on energy efficiency and requires member states to achieve an increase in the energy efficiency by 20 % until 2020. The aim of my thesis is to establish how Slovenia is fulfilling the goals of energy efficiency, by means of analysing the incentives for energy efficiency in buildings as one of the key sectors where large savings of energy could be achieved. For the purposes of analysis, my thesis focuses on Eco Fund which functions as a national fund for energy efficiency. Eco Fund has to report to the state annually on the energy savings. The hypothesis of my thesis is that state’s financial incentives represent an effective mechanism for the achievement of energy efficiency goals. The thesis analyses legislation and strategic documents in the area of energy efficiency, presents different sources of financial incentives and analyses effects of financial incentives, from environmental to economic and social effects and tries to establish whether the set goals are accessible and if results could be improved.
