Analiza trga nezazidanih stavbnih zemljišč v Republiki Sloveniji v obdobju od januarja 2007 do decembra 2014

Abstract
V magistrskem delu je izvedena statistična analiza prodajnih cen na enoto površine za nezazidana stavbna zemljišča, na katerih je ali bo mogoče graditi stavbo in so delno komunalno opremljena ali komunalno neopremljena ter je njihova površina manjša ali enaka 2.500 m2, in sicer na nivoju lokalnih skupnosti in statističnih regij za obdobje od januarja 2007 do decembra 2014. Prikazan je obseg prometa z nezazidanimi stavbnimi zemljišči po letih (2007 – 2015) za celotno državo in na nivoju statističnih regij. Lokalne skupnosti smo primerjali glede na število transakcij z nezazidanimi stavbnimi zemljišči v obdobju od januarja 2007 do junija 2015, in sicer gibanja števila transakcij po posameznih lokalnih skupnostih znotraj posamezne statistične regije. Opazne so velike razlike med lokalnimi skupnostmi, saj so te različno velike in razvite, kar vpliva na ponudbo in povpraševanje. Med lokalnimi skupnostmi je na prvem mestu po številu prodaj Mestna občina Ljubljana. Izveden je tudi t-test za dva neodvisna vzorca na nivoju lokalnih skupnosti. Za izbrane lokalne skupnosti in za statistične regije je predstavljeno razvrščanje le teh v skupine glede na izbrane spremenljivke z Wardovo metodo razvrščanja. Prišli smo do zaključka, da se ne glede na obravnavano obdobje v večini primerov v skupine povezujejo iste lokalne skupnosti oziroma statistične regije, le da na različnih razdaljah. S primerjavo rezultatov t-testa in Wardove metode ugotovimo, da so pri obeh medsebojno primerljive iste lokalne skupnosti. Za obdobje od januarja 2011 do decembra 2014 je za izbrane lokalne skupnosti narejena primerjava povprečnih prodajnih cen na enoto površine za vse tri razvojne stopnje nezazidanih stavbnih zemljišč. Nezazidana stavbna zemljišča, na katerih je mogoče graditi stavbo in imajo gradbeno dovoljenje so problematična tako po številu transakcij kot tudi po primerljivosti z ostalima razvojnima stopnjama nezazidanih stavbnih zemljišč, saj se v nobeni od obravnavanih lokalnih skupnosti niso prodala po najvišji povprečni prodajni ceni na enoto površine.

Title:The market analysis of vacant construction land in the Republic of Slovenia between January 2007 and December 2014
Abstract:
In the master's thesis, statistical analysis of sales prices per m2 of vacant construction land, where it is or will be possible to build a building, and are partially serviced or are not serviced, and their area is smaller or equals to 2.500 m2, i.e. on the level of local communities and statistical regions for the period from January 2007 to December 2014, is performed. The amount of traffic with vacant construction land by years (2007 – 2015) for the entire country and on the level of statistical regions is presented. We compared local communities with regards to the number of transactions with vacant construction land in the period from January 2007 to June 2015, i.e. trends of the number of transactions by individual local communities within individual statistical region. Great differences between local communities are noticeable, for these are differently big and developed, which influences the offer and demand. Among the local communities, City Municipality of Ljubljana ranks first in the number of sales. T-test for two independent samples on the level of local communities is also performed. Classification of local communities into groups with regards to the selected variables with Ward’s method of classification is presented for the selected local communities and statistical regions. We came to a conclusion that in most cases the same local communities and statistical regions are connected regardless of the period under consideration, only the distances are different. By comparison of the results of the T-test and Ward’s method, we ascertain that in both cases the same local communities are comparable. For the period from January 2011 to December 2014 the comparison of the average sales prices per m2 for all three developmental rates of vacant construction land is made for the selected local communities. Vacant construction land, where building can be built and are in possession of building permit, are problematic according to the number of transactions as well as according to the comparability with other two developmental rates of vacant construction land, for they were not sold under the highest average sales price per m2 in any of the local communities under consideration.
