Abstract
Diplomsko delo predstavlja prenovljen postopek odmere davka na motorna vozila za fizične osebe na Finančni upravi Republike Slovenije, kjer so postopki zaradi vse pogostejšega suma, na predložene neverodostojne listine »žal« velikokrat daljši. Namen je v čim krajšem možnem času izvesti odmero navedenega davka. Razbremeniti se želi referente na tem delovnem področju vključno z večjim zadovoljstvom strank, ki jih v tem primeru imenujemo zavezanci. Pri vodenju upravnega postopka je nujno upoštevati tudi načelo ekonomičnosti oz. racionalnosti zaradi večje učinkovitosti in uspešnosti organizacije. Najprej so predstavljeni teoretični vidiki prenove poslovnih procesov, modeliranje in simuliranje. Nato je predstavljena Finančna uprava Republike Slovenije, njeno poslanstvo, strategija, vizija ter njen organizacijski, kadrovski in pravni vidik. V nadaljevanju je analizirano stanje na področju odmere davka na motorna vozila za fizične osebe na Finančnem uradu Velenje ter prikazana pomembnost hitrega, pravilnega in strokovnega izvajanja nalog ob upoštevanju veljavnih predpisov. S praktičnega vidika sta predstavljena obstoječ in prenovljen postopek odmere davka na motorna vozila. Z obstoječim postopkom so definirane aktivnosti, ki so nujne za izvedbo postopka odmere navedenega davka ter potreben čas, v katerem se posamezna aktivnost lahko opravi. V prenovljenem postopku so določene aktivnosti smiselno izvzete iz prenovljenega postopka, ker so se izkazale za nepotrebne. Cilji zasledujočega problema se s simulacijami, s programskim orodjem Microsoft iGrafx Process lahko uresničijo. Diplomsko delo je v praksi uporabno.

Title:PROCESS RENOVATION: THE LEVYING OF TAX ON MOTOR VEHICLES FOR NATURAL PERSONS
Abstract:
The thesis presents a renewed assessment procedure motor vehicle tax for natural persons to the Financial Administration of the Republic of Slovenia, where procedures are due to the increasing suspicion on the documents submitted unreliable and is often long. The purpose of the task in the shortest possible time is to carry out the assessment of that tax, to relieve the officers working in this field including increased customer satisfaction, which in this case is called taxpayers. In the conduct of the administrative procedure, it is necessary to take into account the principle of economy respectively. Rationality due to increased efficiency and effectiveness of the organization. First, the theoretical aspects of business process reengineering, modeling and simulation. He then presented Financial Administration of the Republic of Slovenia, its mission, strategy, vision, and its organizational, personnel, legal and financial aspects. The following is analyzing the situation in the field of assessment of tax on motor vehicles for private individuals in the financial office Velenje and shows the importance of fast, accurate and professional implementation tasks, subject to applicable regulations From a practical point of view they are presented and renovated existing procedure for levying tax on motor vehicles. The current procedure defined activities that are necessary for carrying out the assessment of the duty and the time during which each activity can be carried out. In the renewed proceedings are reasonably certain activities excluded from the renewed proceedings because they proved to be unnecessary. The objectives of pursuing the problem of the simulations with the software Microsoft iGrafx Process can be realized. The thesis is useful in practice.
