Abstract
Obravnavanje ekosistemov in ekonomskega vrednotenja okolja predstavlja velik izziv in potreben most med področjem upravljanja z okoljem in ekonomijo. Analiza ekosistemov s sodobnimi pristopi, ki jih opredeljuje področje ekosistemskih storitev obravnava tudi ekonomsko umestitev okolja in njegovih funkcij. Narejenih je bilo več raziskav, s katerimi se skuša poiskati način ekonomskega vrednotenja ekosistemov in njihovega ekonomskega doprinosa k dobrobiti ljudi. S tem je povezan razvoj novih orodij in pristopov, ki pa v praksi še niso pretirano uveljavljeni, vendar pa to odpira obetavne možnosti za nova dognanja, za napredek metod za ekonomsko vrednotenje okolja. Hkrati s sodobnimi trendi analize ekosistemskih storitev pa se moramo zavedati, da se je ekonomska analiza okolja in njegovih komponent začela že mnogo prej, za kar so bila razvita tudi nekatera orodja in pristopi. V nalogi bodo predstavljena orodja in pristopi za ekonomsko analizo voda in vodnih storitev in njihova teoretična zasnova ter njihova povezava s teorijo ekosistemskih storitev. Ti pristopi vplivajo tudi na zakonsko opredeljene okvirje upravljanja z vodami, še posebej okvir, ki ga predstavlja okvirna direktiva EU o vodah. Ta direktiva lahko, skupaj z načeli, ki se razvijajo v okviru teorije ekosistemskih storitev, predstavlja tudi enega od možnih načinov prenosa teorije ekonomike ekosistemskih storitev v prakso.

Title:Economic aspects of the watercourse ecosystem services
Abstract:
Ecosystems and assessment of their economic aspects is a real challenge and at the same time a gap between management of ecosystems and economics. Ecosystem analysis performed using new theories of ecosystems services is incorporating also economic positioning of environment and its functions. Several studies were performed which are addressing economic evaluation of ecosystems and their economic contribution to human well-being. Development of new tools and assessment methods is related to that. They are still scarcely applied in practice, but tracing promising potential for new developments in the field of economic evaluation of the environment and its functions. Together with the development of the ecosystem services theory one has to be aware that the economic analysis of the environment has nevertheless longer tradition and several tools and approaches were developed decades ago. In the thesis the tools and their theoretical concepts for the economic evaluation of water and water services will be presented and how they correspond to the theory of ecosystem services. These approaches are affecting the legally defined water management framework, especially the one defined by the EU Water Framework Directive. This directive is a potential vessel for the implementation of the developed evaluation of ecosystem services economics theory into practice.
