Abstract
Diplomska naloga temelji na analizi izraza »infrastrukturna vrzel«, ki v slovenskem okolju kot izraz zelo redko uporablja, za razumevanje delovanja trga gradbenih storitev pa je ena od pomembnih predpostavk. V diplomskem delu so predstavljene različne vrste infrastrukture in pomen, ki ga ima posamezna vrsta infrastrukture za državo. Nato je obravnavano področje neustrezne razvitosti različnih tipov infrastrukture glede na ciljno razvitost oz. drugače rečeno - infrastrukturna vrzel. Predstavljene so različne definicije in ocene infrastrukturne vrzeli, ki jih podajajo različne mednarodne inštitucije ter različni metodološki pristopi za njeno določevanje. Za Slovenijo je s pomočjo statističnih podatkov opravljen pregled vlaganja v infrastrukturo. Javni sektor zaradi omejenih finančnih zmožnosti vse težje zagotavlja sredstva za zadostno investiranje v infrastrukturo. Kot eno izmed rešitev se navaja tudi ustrezno razvrščanje infrastrukturnih projektov, za katero je osnova razumevanje trenutnega stanja. Naloga vsebuje tudi pregled slovenske dokumentacije s področja določevanja strategije in operativnih načrtov za infrastrukturne projekte ter oceno njihove pripravljenosti, kar je najboljši približek identifikacije infrastrukturne vrzeli v Sloveniji. Za konec je narejena hitra ocena Slovenije po Okvirju za strateško načrtovanje, ki ga podaja Svetovni gospodarski forum, kjer se prepoznava področja infrastrukture in podpornih sistemov, ki že v veliki meri dosegajo standarde primerljivih držav in področja, kjer v Republiki Sloveniji od njih še znatno odstopamo.

Title:Infrastructural gap as an indicator of investment potencial
Abstract:
This thesis is based upon the analysis of the term infrastructure gap, which is hardly ever used in Slovenia even though it represents one of the key suppositions for understanding how the construction services operates. The thesis describes different kinds of infrastructure and explains the meaning of what each type of infrastructure represents in Slovenia. It also discusses the field of unsuitable development of different types of infrastructure based on target development, also known as infrastructure gap. It introduces different definitions and evaluations of the infrastructure gap, which were introduced by different international institutions, and also different methodological approaches for determining it. For Slovenia, the overview of investing in infrastructure is presented with the help of statistical data. Due to the limited financial resources the public sector has trouble providing funds for the sufficient investment in infrastructure. The adequate sorting of infrastructure projects, based on understanding of the current situation, is listed as one of the possible solutions. The thesis also includes the overview of Slovene documentation in the field of defining strategies, operational plans for infrastructure project and assessment of their readiness, which is the best approximation to the identification of the infrastructure gap in Slovenia. I concluded my work with a quick assessment of Slovenia based on the strategic infrastructure planner framework, which is introduced by The World Economic Forum. Areas of infrastructure and support system, which are being recognized in the assessment, achieve the standards of comparable countries and regions to a large extent whereas Slovenia still deviates considerably from them.
