Abstract
Proces deregulacije evropskega energetskega sektorja na posamezne sklope proizvodnje, prenosa in distribucije energije je povzročil spreminjanje ustaljenih postopkov načrtovanja elektroenergetskih sistemov in omrežij. Cilj načrtovanja elektroenergetskih prenosnih omrežij je v novih razmerah drugačen kot v tradicionalnih energetskih podjetjih, kjer omejitveni kriterij socio-ekonomske blaginje še naprej ostaja pomemben, a se danes spreminja predvsem v smeri maksimizacije dobička investitorja v omrežje. Upoštevajoč vse strožje okoljske omejitve pri gradnji in načrtovanju prenosne elektroenergetske infrastrukture ter pojavu vse več negotovosti (sprememba okoljsko-energetske politike, uvajanje vse večjih količin proizvodnje iz obnovljivih virov, itd.), se je v procesu načrtovanja prenosnega omrežja treba nujno posvetiti negotovostim, ki bodo z določeno stopno verjetnosti nastopile v prihodnosti. Vključevanje negotovosti v proces načrtovanja predstavlja zmanjševanje tveganj zaradi negativnih posledic napačnih odločitev, v ta namen pa je nujna prilagoditev pristopa k načrtovanju omrežij, ki zahteva uvedbo novih orodij, modelov in načrtovalskih pristopov. V magistrskem delu je predstavljen večscenarijski pristop k načrtovanju omrežja, njegova uporabnost pa je prikazana na obstoječem omrežju dela 110 kV prenosnega omrežja Republike Slovenije. V prvem delu je predstavljen proces priprave načrta razvoja prenosnega omrežja ter primerjava z ustaljenim procesom načrtovanja sistemskega operaterja prenosnega omrežja Slovenije. V drugem delu magistrsko delo predstavlja moderen pristop za razvrščanje investicij po prioritetah glede na poslovne dejavnike sistemskega operaterja prenosnega omrežja, ki je vitalni del za odločanje o prioriteti investicij v portfelju investicijskih projektov.

Title:MULTI-SCENARIO PLANNING OF ELECTRICITY TRANSMISSION NETWORK
Abstract:
Deregulation of the European energy sector on individual segments including production, transmission and distribution of energy has brought fundamental changes to the planning of electric power systems. Compared to the traditional pre-deregulation energy companies the aim of the electricity transmission network planning process has changed considerably in the new environment. Social-economic welfare remains an important constraining factor; however, in the new environment a shift towards profit-maximization of grid investors is seen. Considering the increasingly stringent environmental constraints for electricity transmission infrastructure and growing uncertainties (new climate and energy policies, growing penetration of renewable energy sources, etc.), it is vital to address these uncertainties in the transmission network planning process itself. Integration of uncertainties in the planning process represents risk reduction as an answer to negative consequences of possible wrong decisions. For this purpose standard approaches to network planning are to be adapted to the modern needs, with the introduction of new tools, models and planning approaches. The thesis presents multi-scenario approach to network planning and its application on an actual part of the 110 kV transmission network of the Republic of Slovenia. In the first part of thesis the process of preparing the network development plan and comparison with the established planning process in transmission system operator of Slovenia is shown. In the second part of the thesis a modern approach to investment portfolio optimization according to business values of a transmission system operator is illustrated.
