Abstract
Magistrsko delo obravnava uvajanje informacijskega modeliranja zgradb (kratica BIM) v sistem javnih naročil v Sloveniji. Znotraj dela je bila izvedena podrobna analiza možnosti uvedbe BIM-a znotraj trenutne zakonodaje na področju javnega naročanja. Opisano je, kako naj k uvedbi pristopijo javni naročniki preko razpisov za javna naročila gradenj in kako naj se prilagodijo ponudniki za projektiranje ali gradnje, ki se na te razpise prijavijo. Izpostavili smo tudi potencialne vplive uvedbe BIM-a na kakovost končnih gradbenih objektov in tudi same graditve. Slovensko gradbeništvo je zaradi svetovne finančne krize v zadnjih letih v razvoju krepko zaostalo za vodilnimi evropskimi in svetovnimi državami. Eno izmed področij gradbeništva, kjer je to najbolj očitno, je ravno informacijsko modeliranje zgradb. Zaradi zahtevnosti in unikatnosti gradbenih projektov se je veliko tujih držav že odločilo, preko svoje zakonodaje, uvesti BIM v njihov sistem javnih naročil. To sedaj spodbujajo tudi evropske direktive. Smiselno je ugotoviti, zakaj do take uvedbe v Sloveniji še ni prišlo, kako bi se lahko izvedla in kakšne bi bile prednosti uvedbe za državo oziroma javne naročnike ter za ponudnike (projektantska in izvajalska podjetja). S tem namenom se je v prvem delu magistrskega dela naredilo kratek povzetek glavnih lastnosti BIM-a, delovanja sistema javnih naročil in različnih pogodbenih razmerij. V drugem delu se je podrobno analiziralo različne načine uvedbe BIM-a v javna naročila gradenj preko zahtev, razpisnih pogojev in meril za izbor ekonomsko najugodnejše ponudbe ter določilo zahteve po spremembah v državni strategiji, izdelavi smernic in normativnih dokumentov. Poseben poudarek je na poteku uvedbenega obdobja in nujne spremembe pogodbenih razmerij. Primerjava Slovenije s tujino nam je omogočila določitev glavnih prednosti uvedbe BIM-a za javne naročnike: smotrna poraba javnih sredstev, večja kakovost projektov in izboljšana komunikacija ter koordinacija pri izvedbi. Tretji del je izdelan z vidika ponudnikov. Izdelana je analiza posledic, ki bi jih za njih imela uvedba BIM-a. Odkrilo in predstavilo se je zahteve za pravilno implementacijo BIM-a za delo v podjetjih in za medsebojno sodelovanje pri projektih. Na podlagi primerjave s tujino se je podalo glavne prednosti uvedbe: boljša in hitrejša izvedba projektov ter povečana konkurenčnost podjetij. Analizi obeh vidikov (države in ponudnikov) sta nam podali ugotovitve, da je za boljšo kakovost javnega naročanja gradenj uvedba BIM-a nujno potrebna. Uvedba pa mora biti spodbujana s strani države, saj trenutno stanje ne nudi zadostne vzpodbude podjetjem za razvoj v smeri BIM-a.

Title:The analysis of potentials of BIM adoption for public procurement
Abstract:
The Master Thesis deals with the adoption of building information modeling or BIM into the Slovenian public procurement system. We have carried out a detailed analysis of the possibility of introducing BIM within the current legislation on public procurement. It is described how public clients can approach the implementation through tenders for public works contracts and how tenderers for design or construction can adapt. We have highlighted the potential impact of the implementation on the quality of the final products and the construction process itself. Due to the global financial crisis the development of Slovenian construction sector has fallen behind the leading European and world countries. One of the construction industry areas where this is most obvious is building information modeling. Due to the complexity and uniqueness of construction projects, many foreign countries have decided to introduce BIM into the public procurement system through their legislation, which is now encouraged with the European directive. For this reason, it makes sense to find out why the implementation in Slovenia has not yet occurred, how it could be done and what would the benefits for the State, public clients and tenderers (design and construction companies) be. For this a brief summary of the main features of BIM, Slovenian procurement system and different contractual relations has been made in the first part of the Master Thesis. The second part includes a detailed analysis of different means of introducing BIM in public construction contracts via requirements, tender conditions and criteria for the selection of the most economically advantageous tender and presents change requirements in the national strategy and the development of guidance and normative documents. Particular emphasis is placed on the implementation period and the necessary changes in contractual relations. Comparing Slovenia with foreign countries has allowed us to determine the main advantages of BIM implementation for public clients: the efficient use of public funds, increased quality of construction projects and improved communication and coordination. The third part provides the perspective of tenderers and an analysis of the effects that the BIM implementation would have on them. Requirements for the proper BIM implementation into the firms' workflows and mutual cooperation on projects have also been discovered and presented. The main advantages of the implementation such as better and faster execution of projects and increased business competitiveness have been velidated by comparison with abroad. Analysis of both aspects (the State and the tenderers) have provided the basis for the conclusion that adoption of BIM is necessary to improve the quality of public procurement and should be encouraged by the government, as the current situation does not provide sufficient incentives for companies to develop in the direction of BIM.
