Vpliv Uredbe o mejnih vrednostih svetlobnega onesnaževanja okolja na razvoj javne razsvetljave v Sloveniji do leta 2015

Abstract
Uredba o mejnih vrednostih svetlobnega onesnaževanja okolja (Uradni list RS, št. 81/07, 109/07, 62/10, 46/13) (v nadaljevanju Uredba) je vse slovenske občine postavila pred izziv. Do konca leta 2016 mora javna razsvetljava ustrezati vsem zahtevam Uredbe. V prvem delu diplomskega dela je orisan zakonodajni okvir, ki posega v območje javne razsvetljave. Na podlagi Uredbe so občine začele z aktivnostmi ugotavljanja stanja, načrtovanja in izvedbe posodobitve javne razsvetljave. Ob dobro strokovno izvedenih aktivnostih so občine uspešno zmanjševale porabo električne energije za namen javne razsvetljave. Zaradi predpisanega 0 % svetenja svetilk nad vodoravnico se uspešno zmanjšuje svetlobno onesnaženje. V drugem delu je predstavljen trend javne razsvetljave pred letom sprejema Uredbe, po Uredbi ter nato še stanje javne razsvetljave v letu 2015. Podatki za raziskavo so zbrani iz odgovorov občin, občinskih dokumentov in s pomočjo obstoječih raziskav stanja javne razsvetljave. Do konca leta 2015 je javna razsvetljava v več kot 60 % občin ustrezala zahtevi iz Uredbe, ki se nanaša na porabo električne energije na prebivalca. Zadnjih 5 let v ospredje prihajajo tudi vedno bolj dosegljive novejše tehnologije, zato je zapisanih nekaj besed o tej tematiki in pogled občin na novejše tehnologije. Glede na rezultate raziskave lahko trdimo, da kljub prizadevanjem vsem občinam ne bo uspelo pravočasno uskladiti sistemov javne razsvetljave z Uredbo. Vzrok za to je slabo stanje javne razsvetljave pred sprejemom Uredbe.

Title:Impact of Decree on Limit Values due to Light Pollution of Environment on development of road lighting in Slovenia until 2015
Abstract:
The Decree on limit values due to light pollution (Official Gazette of RS, No. 81/07, 109/07, 62/10, 46/13) (or 'the Decree') set a challenge to all Slovenian municipalities. By the end of 2016, public lighting will have to comply with all the rules of the Decree. In the first part of the thesis I outlined the legislative framework which refers to the area of public lighting. On the basis of the Decree, the municipalities initiated the activities of identifying the state, planning and implementing the modernization of public lighting. With the good professional realization of the activities, the municipalities began to successfully reduce the electricity consumption for the purpose of public lighting. Due to the 0% legally required street lamp lighting above the horizontal, light pollution has been successfully reduced. The second part presents the trend of public lighting prior to the year of passing the Decree, after the Decree and the state of public lighting in 2015. I gathered the data for the research from the responses of the municipalities, municipal documents and using the existing researches into the state of public lighting. By the end of 2015, the public lighting had met the criteria set out in the Decree for electricity consumption per capita in more than 60% of the municipalities. In the last 5 years, more and more accessible newer technologies have been coming to the fore; therefore something is written on this issue, together with the view of the municipalities of newer technologies. According to the research, I can claim that despite the efforts, all municipalities will not be able to coordinate the systems of public lighting with the Decree. A reason for this can be greatly contributed to the very poor state of public lighting prior to the passing of the Decree.
