Abstract
A referendum with voters directly expressing their views on a public matter of importance is the original form of democratic decision-making. Leaving it up to the people to decide on more or less important matters may trigger doubt in the ability and credibility of elected representatives of power. Moreover, referenda may become a popular vote of (no) confidence in the government or the head of state. On the other hand, a referendum may be a welcome and necessary addition to the decision-making processes of a representative democracy in the current crisis of votersʼ trust in political institutions and political parties. This paper discusses the instrument of the referendum in history, theory and political practice, with a particular emphasis on the understanding and use of the referendum in (post-communist) Central Europe. To that end, a comparative analysis is presented of six Central European states against the background of national referendum histories and certain systemic issues and solutions regarding the referendum.

Abstract:
Referendum, na katerem državljani neposredno odločajo o pomembnih javnih zadevah, je izvorna oblika demokratičnega odločanja. Prepuščanje odločitev državljanom lahko vzbudi dvome o sposobnosti in verodostojnosti izvoljenih predstavnikov oblasti. Referendumi lahko postanejo tudi javen izraz (ne)zaupnice predlagatelju. Po drugi strani pa je referendum lahko dobrodošlo in potrebno dopolnilo predstavniški demokraciji, še posebej v aktualni krizi zaupanja državljanov v politične institucije in stranke. Članek analizira instrument referenduma v zgodovini, teoriji in politični praksi, s posebnim poudarkom na razumevanju in uporabi referenduma v (postkomunistični) Srednji Evropi, zato zajema tudi primerjalno analizo šestih srednjeevropskih demokracij v kontekstu nacionalnih zgodovin uporabe referenduma ter nekaterih nacionalnih tovrstnih sistemskih problemov in rešitev.
