Abstract
This paper puts forward a polemical questioning of whether it is still possible to imagine or construct China's media as socialist, or if the potential for bringing out a socialist media order in China has been exhausted. It starts by describing the debate that seems to have been evolvingbetween Chinaćs new left and its liberals since 1997 which has as one focus the issue of whether economic freedom and social justice are compatible.Then it is suggested that, in theory, liberal socialism can be perceived as a qualified candidate for guiding Chinaćs immediate future. Some data indicate that, economically, the Chinese media have not yet totally failed its "truth claim" of market socialism. For example, the taxation policyon broadcasting is used to raise revenue from the richer regions of China that is partly transferred to help improve the infrastructure and services available in the poor, remote and rural areas. Although further reforms are required, China does not need to make its media ownership policy "clearer" lest the policy becomes another method for legitimating private ownership. Issues related to the "public sphere" under party-state control arealso examined and it is demonstrated that there has been a rise in citizen involvement in the public controversy. The paper concludes it is not inevitable that Chinese media will develop into full market capitalism. The author detects the possibility of third way market socialism.

Title:Je legitimna predstava o kitajskih medijih kot socialističnih? Država, mediji in "tržni socializem" na Kitajskem
Abstract:
Članek zastavlja polemično vprašanje, ali je še mogoče šteti kitajske medije za socialistične ali pa se je potencial za oblikovanje socialistične medijske ureditve na Kitajskem izčrpal. Uvodno avtor analizira razpravo, ki je potekala med kitajsko novo levico in liberalci po letu 1997 in je med drugim zastavljala vprašanje o združljivosti ekonomske svobode in družbene pravičnosti. V razpravi je bilo izoblikovano pričakovanje, da bi liberalni socializem lahko bil vodilo neposredne prihodnosti Kitajske. Nekateri podatki kažejo, da se kitajski mediji niso izneverili ideji tržnega socializma. Davčna politika na področju radiotelevizije se na primer uporablja za transfer dela dohodka iz bogatejših pokrajin v revnejša, od centra oddaljenejša kmetijska področja kot pomoč pri izgradnji infrastrukture in razvoju storitev. Nadaljnje spremembe so sicer potrebne, vendar Kitajski ni treba politike na področju množičnih medijev sprememniti v politiko legitimiranja zasebne lastnine. Članek obravnava tudi problematiko "javne sfere" v razemrah državno-partijskega nadzora in pokaže, da se je povečala vključenost državljanov v razpravo o spornih javnih zadevah. V zaključku avtor ugotavlja, da se bodo lahko kitajski mediji razvijali v smeri "tretje poti", tj. tržnega socializma in ne zahodnega tržnega kapitalizma.
