The Moste-Završnica dam system along with the adjoining reservoir and its ability of rapid
integration into the electrical power system provides a large part of the necessary reserve
power; however, by keeping large amounts of water behind the dam, it presents a significant
risk for the downstream area.
The first part of the thesis presents the current status of the water potential available in
Slovenia, a short overview of the literature on the topic of ensuring dam safety, and the laws
on dam engineering. It also offers some insight into the history and the technical
characteristics of the HPP Moste and HPP Završnica dams.
The second part of the thesis explains the VOPREG methodology and the collapse risk
assessment based on the said methodology. The risk assessment of the HPP Moste and
HPP Završnica along with their influence on the population and environment has been
established with the help of the record sheets created as part of the VOPREG project,
consultation visits at the Savske elektrarne Ljubljana d.o.o. headquarters in Medvode, the
acquisition of the required documents, and the in situ observations of both dams. The
obtained information led to the conclusion that the dams present a high risk, which can be
regulated with proper management and maintenance, and can thus ensure a high degree of
security for these facilities.
