Abstract
The initiative to prepare and submit a proposal to engage further in developing a new standard-setting instrument on academic freedom and institutional autonomy as a key area of higher education policy has been established, of course, in a broader context. First of all, it was made within the context of previous Council of Europe activities in this area and with regard to the documents adopted so far.1 On the other hand, it cannot be observed in isolation from respective general trends and developments of the last two or three decades in Europe and internationally.
