The article presents Bentham's ideas of surveillance the governed as well as the governors and examines the new technologies (of surveillance) used by the governors for the surveillance of the governed. While Bentham saw the possibility for the exposure of the governor's acts to the governed in the press, mass media, the information and communication technology did not revealthe acts of the governors but of the governed. As opposed to what Bentham thought, today the openness of the institutions to the public does notassure the accountability for the actions taken by those in positions of power their actions remain secret. Namely, new technologies made possible particularly the exposure of the governed to the power and assured the accountability of the governed for their acts they have to act in accordance with the demands of the authorities not only in the institutions but in all areas of their everyday life.
