Abstract
Aarhuska konvencija pomeni zaradi uvajanja participativne demokracije v strankarsko-parlamentarni sistem pomemben izziv za politološki premislek. Avtor je za konceptualni okvir premisleka vzel Offejeve teze o kapitalistični drzavi oz. javni oblasti in pokazal, da je vstop javnosti v politične arene pogoj, da se javna oblast izvije iz primeža pritiskov zasebnega kapitala, ki zeli investirati v donosne, toda za okolje, naravo in ljudi škodljive ali rizične dejavnosti, in da mora zato vzpostaviti sistemske pogoje za sprejemanje odločitev, politik, programov itd., ki bodo zadovoljili kriterije po legitimnosti. Brez tega skupina na oblastnih pozicijah na naslednjih volitvah ne more računati na podporo volilnega telesa, vsaj tistega dela ne, ki je okoljsko najbolj ozavesčen.

Abstract:
Due to the introduction of participation democracy into the party-parliamentary system, the Aarhuska convention represents an important challenge for political science. Offećs theses on capitalist state or public authority are the conceptual framework in the article to show that the entry of public into political arenas is a condition for public authority to disengage from the vice of pressure of the private capital interested in investments in profitable, but for the environment, nature and people harmful or risk activities. For this reason, systemic terms for decision-making that will suit the requirements for legitimacy have to be established. Without this, the group in power cannot rely upon support of the electoral body, at least of the part at that is ecologically conscious.
