Organiziranost in učinkovitost občinske uprave : primer mesta Ljubljane

Abstract
Da bi se tudi občinska uprava lahko odzivala in poslovala v skladu s pričakovanji občanov, v skladu s spoznanji in tehnikami sodobnega menedžmenta in ne zaprto in samozadostno, temveč odprto, hitro in učinkovito, jo je potrebno neprestano posodabljati, prenavljati ter reorganizirati. Ta proces je v slovenskih občinah šele na začetku poti, saj do nedavnega v slovenskem sistemu lokalne samouprave nismo poznali pravega pojma lastnine, kar je bil tudi glavni problem, zaradi katerega ni bilo nikakršnih možnosti uvajanja delovanja trga in ne funkcij sodobnega menedžmenta v javno upravo. Neglede na vedno prisotne težave je ob danih možnostih nujno razmišljati predvsem naprej. Občinske (mestne) uprave se morajo zavedati nujnosti sprememb, se nanje pripraviti, razčleniti lastno organiziranost in določiti nujne ukrepe za posodobitev uprave ter pripraviti program za svoj nadaljnji razvoj kot tudi nadaljnji razvoj sistema lokalne samouprave. S tega vidika je namen pričujočega prispevka predvsem evaluacija nove sheme organiziranosti, ki jo je na predlog županje in Mestne uprave Mestne občine Ljubljana (MOL) sredi leta 2000 sprejel Mestni svet MOL. Avtorja sta se osredotočila predvsem na cilje, ki bi jih morala doseči reforma občinskih, še zlasti pa mestnih uprav v slovenskih občinah in ob tem izpostavila primer najobsežnejše slovenske občinske uprave - Mestne uprave MOL.

Abstract:
The local government has to change, renovate and reorganise itself constantly in order to react and officiate in accordance with inhabitants' expectations and with knowledge and techniques of modern management. It has to be opened and it has to operate in effective ways. Slovenian municipalities are only at the beginning of this process, since only recently the real notion property was introduced in the Slovenian system of local government. This is also the main problem, which prevented introduction of market and modern management functions in the public government. Despite the always-present difficulties in the given circumstances, it is necessary to think further. Local governments have to be aware of the necessity of constant change and be prepared for them. They have to analyse their own organisation and define necessary measures for modernising. In addition, they have to prepare the programme for further development as well. From this perspective, the aim of the article is to evaluate new organisational scheme adopted in the middle of 2000 by the Municipal Council of Ljubljana Municipality upon the proposal of the mayor and Municipal Government of Ljubljana Municipality. The authors focus above all on the objectives to be realised with the reform of local government in Slovenian municipalities. A special attention is given to the largest Slovenian local government - the Local Government of Ljubljana Municipality.
