Evropsko povezovanje interesnih skupin in javne politike v Sloveniji

Abstract
Prispevek se osredotoča na enega od številnih vidikov evropeizacije politik v državah vzhodne in srednje Evrope, in sicer na vlogo interesnih skupin v procesu (pre)oblikovanja nacionalnih politik pod vplivom akterjev iz Evropske unje in procesov evropskega povezovanja. Na primeru Slovenije preverjamo hipotezo, da se civilna družba držav kandidatk za članstvo v Evropski uniji, ki se povezuje prek nacionalnih meja, razvija v pomemben dejavnik spreminjanja procesov oblikovanja politik in tudi vsebine politik v državah kandidatkah. Izsledki naše raziskave potrjujejo, da evropske interesne skupine (Evro-skupine in slovenskim interesnim skupinam sorodne skupine iz držav članic EU) pomembno vplivajo na evropeizacijo slovenske politike s tem, ko krepijo slovenske interesne skupine v fazi postavljanja zadev na domači institucionalni dnevni red, pri vključevanju interesnih skupin v vse druge ključne faze oblikovanja in izvajanja politik ter s prenašanjem svojega znanja, ekspertiz in izkušenj na slovenske interesne skupine.

Abstract:
The paper focuses on one of several aspects of the Europeanisation of Central Eastern European politics by looking at the Europeanising role of interest groups in (re)shaping national policy-making processes due to influences of European Union actors, as well as European integration processes. Candidate-states' civil societies, crossing national borders with international networking, are developing into important factors of changing policy processes and policy contents within candidate-states. Research in Slovenia supports the hypothesis that European interest groups (both Euro-groups and kindred interest groups from EU member-states) have a significant impact on Europeanisation of Slovenian politics by transferring their knowledge, expertise and know-how to Slovenian interest groups as well as by supporting Slovenian interest groups in agenda-setting and all other keystages in Slovenian policy-making and policy implementation.
