The impact of socio-economic shocks on social dialogue in Slovenia

Abstract
In this article the main features of social dialogue and collective bargaining in Slovenia as they occurred during the 1990sʼ are outlined. Then the main changes at the level of actors and processes that were emerging in the 2000s and during the recent economic crisis are identified. The authors find that the highly coordinated Slovenian system from the 1990s has been exposed to the strong socio-economic shocks in the 2000s. Under the pressure of these shocks the systemʼs coordinative capacity was weakening. In spite of that, all attempts focused on the replacement of the social dialogue structures by unilaterally oriented policies were basically unsuccessful. These attempts (only) enhanced political instability and occurrence of the serious political crisis.
