Abstract
Zdravstveno neoporečna pitna voda nam omogoča življenje in predstavlja enega izmed osnovnih pogojev zdravega življenjskega okolja. Ker je zelo pomembna javna dobrina, je ravnanje z viri pitne vode, oskrba s pitno vodo in zagotavljanje skladnosti pitne vode zelo podrobno urejeno s slovenskimi in evropskimi predpisi. Zahteve, ki jih mora izpolnjevati pitna voda, določa Pravilnik o pitni vodi. Le ta tudi predpisuje, da mora biti notranji nadzor nad pitno vodo vzpostavljen na načelih sistema HACCP, ki je preventivni sistem in omogoča prepoznavanje tveganj, opredelitev kritičnih točk, zagotavlja nadzor nad morebitno prisotnimi dejavniki tveganja ter pravilno izvajanje preventivnih in popravnih ukrepov. V okviru diplomske naloge sem preučila HACCP elaborat vodovodnega sistema Cerknica – Rakek, ki je v upravljanju JP Komunale Cerknica d.o.o.. Primerjala sem nepravilnosti, ki jih je ugotovil zdravstveni inšpektor in rezultate analiz pitne vode v 5 letnem obdobju. Primerjava je pokazala velik delež neustreznih analiz na surovi vodi ter največ ugotovljenih nepravilnosti pri analizi tveganja. To kaže na pomanjkljivost HACCP elaborata, ki tveganja ne obravnava v zadostni meri, posebno ne na zajetjih in v zaledju vodnega vira. Natančno opredeljena tveganja na vodnih virih in zaledju, ustrezen nadzor in učinkoviti popravni postopki bi zmanjšali delež neustreznih analiz surove vode ter potrebno obdelavo vode pred distribucijo uporabnikom.

Title:Research of applying the HACCP principles to the water supply systems in Slovenia
Abstract:
Wholesome drinking water enables life and is one of the basic requirements of a healthy living environment. As it is a very important public good, handling with sources of drinking water, its supply and ensuring wholesome drinking water is very strictly regulated by the Slovenian and European laws. The requirements for drinking water are provided by the regulation Pravilnik o pitni vodi whichalso prescribes that internal control of drinking water must be established on the principles of HACCP system. HACCP is a preventive system that enables the identification of risks and critical control points and is providing a proper response to any existing risk factor. I examined the HACCP study of the water supply system Cerknica - Rakek, which is managed by JP Komunala Cerknica d.o.o.. I compared the irregularities identified by the health inspector and the results of analysis of drinking water in the 5-year period. The comparison showed a high proportion of inadequate analyses on the raw water and the maximum anomalies were identified in the risk analysis. This shows weakness of the HACCP study, where the risks have not been evaluated correctly, particulary not at the water source and in its hinterland. Better defined risks at water sources and in hinterland, better control and effective corrective procedure can reduce percent of inadequate analyses on the raw water and the need of water treatment before distribution to users.
