Abstract
Diplomska naloga je vsebinsko razdeljena na tri dele. V prvem delu je predstavljena metodologija EuroRAP (angl. European Road Assessment Programme), ki predstavlja enoten evropski pristop ocene varnosti cest na dva načina: z oceno tveganja glede na prometne nesreče ter rangiranjem z zvezdicami stanja in opreme tako cest kot obcestja. Predstavljene so vse procedure in orodja, pregled cest, investicijski načrti za varnejše ceste, sledenje spremembam skozi daljše časovno obdobje. Sistem rangiranja cest z zvezdicami (angl. Star Rating), ki spodbuja inženirje k projektiranju varnejših cest, t. i. "cest, ki odpuščajo napako voznika" (angl. Forgiving Roads and Self Explaining Roads). Prav tako je predstavljen iRAP (international Road Assessment Programme), ki je mednarodna organizacija varnosti cest in predstavlja krovno organizacijo za EuroRAP, AusRAP, KiwiRAP in usRAP. V drugem delu so predstavljeni vhodni podatki, ki so potrebni za rangiranje cest z zvezdicami, ter atributi, s katerimi se vrednoti cesta in obcestje. V tretjem delu so predstavljeni rezultati pilotskega primera rangiranja na odseku 0262 Rašica-Žlebič, na državni cesti G2-106. Predstavljeni so rezultati, ki jih podajo orodja EuroRAP za pilotski odsek, vključno s predlaganimi (proti)ukrepi in z njihovo ekonomsko učinkovitostjo.

Title:Rating roads using EuroRAP procedures
Abstract:
Thesis is split into three parts. In the first part, the EuroRAP (European Road Assessment Programme) methodology is presented. It represents a unified European approach of road safety rating using two different procedures. The first is Risk Rating, based on traffic accidents and traffic data, the second is Star Rating, based on rating of road condition, equipment and roadside land use. All subsequent procedures and tools, including road inspection, safer roads investment plans, performance tracking and other are describrd. System of Star Rating encourages engineers to design safer roads, also known as forgiving roads and self-explaining roads. Also, iRAP (international Road Assessment Programme) is presented. It is an international organization for roads safety and forms an umbrella organization for EuroRAP, AusRAP, KiwiRAP and usRAP. In the second part, input data and attributes, which are necessary for appropriate Star Rating, is presented. In the third part, results of rating of pilot road section 0262 Rašica-Žlebič on state road G2-106, are presented and commented. Results include proposed countermeasures and their cost-benefit analysis.
