Abstract
Pravilnik o učinkoviti rabi energije v stavbah določa, da je pri vsakem projektu za pridobitev gradbenega dovoljenja izdelan elaborat gradbene fizike za področje učinkovite rabe energije v stavbah. Povzetki izračunov morajo biti navedeni v Izkazu energijskih lastnosti stavbe. Izkaz energijskih lastnosti stavbe je potrebno izdelati tudi po končani gradnji za izvedeno stanje. Izkaz mora biti pregleden in razumljiv vsem udeležencem gradnje. Iz njega mora biti razvidno, da stavba dosega učinkovito rabo energije. V diplomski nalogi predlagam novo obliko tehnične dokumentacije, s poudarkom na končnem izpisu in grafični obliki tega izpisa, v katero so vključeni tudi podatki potrebni za računsko energetsko izkaznico, saj je Izkaz energijskih lastnosti stavbe podlaga za izdelavo računske energetske izkaznice. V predlagani obliki lahko izdelovalci označijo, ali je stavba skoraj nič-energijska ali ne. Po evropski direktivi 2010/31/EU o energetski učinkovitosti stavb (prenovitev) moramo zagotoviti, da so po 31. decembru 2020 vse nove stavbe skoraj ničenergijske. Nove javne stavbe morajo biti skoraj nič-energijske po 31. decembru 2018. Predlagana nova oblika tehnične dokumentacije vsebuje tudi kriterij za zagotavljanje obnovljivih virov energije pri enostanovanjskih stavbah z vgradnjo sprejemnikov sončne energije, kar v dosedanjem izkazu ni zajeto. Predlagan izkaz je od obstoječega oblikovno spremenjen in opremljen z podnaslovi posameznih področij zaradi boljše preglednosti in razumljivosti.

Title:The formation of the standard form of technical documentation according to PURES 2010
Abstract:
The Rulebook on energy efficiency of buildings determines that a study of building engineering physics has to be done for every project in order to gain construction permit. The recap of figures found in the study has to be recorded in the Statement of Energy Performance of buildings. A new Statement has to be issued once again after the project is finished to show the as-built state. It has to be clear and easy to understand for everyone included in the process of construction and clearly show that the building is up to energy efficiency standards. A new form of technical documentation, which includes the data required for the Energy Performance Certificate, is proposed in the thesis. The Statement of Energy Performance of buildings is essential for the creation of the Energy Performance Certificate. The constructors are able to state whether the building is a nearly zero-energy building or not in the suggested new form. According to European Energy Performance of Buildings Directive (Directive 2010/31/EU), it is required that every new building constructed after 31st December, 2020 be a nearly zero-energy building, as well as all public buildings constructed after 31st December, 2018. The suggested new form of technical documentation includes also the criteria for ensuring the use of natural resources, which has not been present in previous statements. The suggested new statement differs from the existing one in its form, since it includes the subsections dealing with specific issues to provide better understanding and clarity.
