Abstract
Evropska energetska politika se zelo zavzema za zmanjšanje emisij toplogrednih plinov in spodbuja obnovljive vire energije. Cilji, ki jih je zastavila do leta 2020 so zelo ambiciozni. V diplomski nalogi so predstavljeni pristopi, s katerimi naj bi lažje dosegli zastavljene cilje. V uvodnem poglavju smo poskušali analizirati sistem trgovanja z emisijami ter njihov vpliv na energetski in industrijski sektor v Evropi in Sloveniji. Preučevali smo tudi Kjotski sporazum, kot odgovor na boj proti podnebnim spremembam. Naslednje poglavje opisuje metodologijo in orodja, ki omogočajo industrijskemu in energetskemu sektorju optimizacijo porabe energije oziroma znižanje stroškov energije, kot so energetski pregledi, planiranje, izvajanje in merjenje porabe energije. Za načrtovanje učinkovite rabe energije in umestitev novih tehnologij so zgoraj našteta orodja ključnega pomena. Predstavljene so nove tehnologije za boljšo energetsko učinkovitost, ki zmanjšujejo izpuste toplogrednih plinov in porabo energije. Analizirali smo smisel uvajanja učinkovite rabe energije, s katerimi ovirami se industrijski sektor sooča pri uporabi ukrepov, ki mu pomagajo doseči zmanjšanje porabe energije, in kakšne koristi prinašajo. Opisani so tudi možni ukrepi v energetskem sektorju, kjer bo izpostavljena soproizvodnja toplote in električne energije. V diplomi sta navedena primera investicije energetike v obnovljive, zanesljive vire energije preko projekta skupnega izvajanja in mehanizma čistega razvoja. V zadnjem poglavju so omenjene tehnične omejitve in problemi, ki nastajajo v elektroenergetskih omrežjih, zaradi vključevanja razpršenih virov energije.

Title:European policy of greenhouse gas restriction and stimulation of efficient use of energy
Abstract:
European energy policy is very committed to reduce greenhouse gas emissions and promotes renewable energy sources. Goals which were set until 2020 are very ambitious. In my diploma thesis are presented approaches to achieve these goals easier. In the first chapter we tried to analyze the trading system of emission allowances as well as their influence on energy and industrial sector in Europe and Slovenia. We studied the Kyoto protocol in response against climate change. Next chapter describes methodology and tools, which enable industrial and energy sector to optimize or reduce the energy costs with reviews, planning, implementation and measurement of energy consumption. New technologies are presented for better energy efficiency, which reduce greenhouse gas emissions and consumption of energy. We analyzed the sense of efficient energy use and barriers, which industrial sector tries to remove. These actions help to reduce the energy use and bring benefits. We also describe the possible actions in the energy sector, where is emphasized the cogeneration. In my diploma thesis are also described two cases of energy investment in renewable, reliable sources of energy through the Joint Implementation and Clean Development Mechanism. In the last chapter is described the technical barriers and problems appearing in electricity networks, due to the integration of distributed energy resources.
