Abstract
Namen diplomskega dela je predstavitev varnostnega standarda IEC 62368-1, ki za obravnavo nevarnosti in zaščito pred njimi uporablja nov pristop HBSE (Hazard – Based Saftey Engineering). Osredotočili smo se na predstavitev triblokovnega modela, ki predstavlja nov koncept prepoznavanja nevarnosti in na podlagi osebe, ki bo določeno napravo uporabljala, zahteva ustrezne zaščitne ukrepe, da dosežemo sprejemljiv nivo varnosti. Povzeli smo tudi vse možne nevarnosti, ki jih standard v svojem obsegu opredeljuje. Na podlagi zahtev standarda smo pripravili koncept merilnih listov, ki služijo kot pripomoček in osnova za zapis merilnih rezultatov pri preizkušanju naprave. Hkrati smo kritično pogledali tudi na zahteve standarda; ali so te jasno opredeljene in aktualne za naprave, s katerimi se srečujemo in rokujemo v vsakdanjem življenju. Ugotovili smo, da standard predstavlja nove smernice razumevanja in klasifikacije nevarnosti in hkrati zagotavljanje varnosti zoper te. Zahteve standarda temeljijo na metodi preizkusa učinkovitosti delovanja, vendar še vedno dopuščajo metodo predpisane konstrukcije kot dokaz za ugotavljanje skladnosti. Prva metoda dopušča večjo fleksibilnost pri načrtovanju naprave, to pomeni, da ne ovira razvoja novih tehnologij in inovacij, kar je bil eden izmed ključnih ciljev tehničnega odbora IEC TC 108, ki je bil zadolžen za razvoj omenjenega standarda. Namen standarda IEC 62368-1 je zapolnitev vrzeli, ki je nastala zaradi bliskovitega razvoja multimedijske tehnologije, ker obstoječi varnostni standardi niso zmogli slediti tem spremembam.

Title:Testing of electrical and electronic equipment in accordance with Standard IEC 62368-1
Abstract:
The aim of the following thesis is to present the safety standard IEC 62368-1 which uses a new HBSE (Hazard – Based Saftey Engineering) approach to deal with hazards and to ensure safety against them. We focused on the presentation of the three block model which presents a new concept of recognizing danger and demands adequate safeguards, in order to achieve acceptable level of safety for the specific kind of person. We also summarized all existing hazards that the standard defines in its scope. On the basis of standard requirement, we prepared a concept of measurement sheets which serves as an accessory and basis for the record of measurement results when testing the equipment. At the same time we evaluated the requirements of the standard, whether they are clearly defined and current for the equipments we meet and deal with in our everyday lives. We came to conclusion that the standard presents new guidelines for understanding and classification of hazards and at the same time ensures safety against them. The requirements of the standard are based on the performance based criteria, but they still allow the prescriptive construction criteria as a proof for compliance test. The first method enables greater flexibility when developing the equipment, which means that it does not hinder the development of the new technology and inovations, thus being one of the main goals of the tehnical comittee IEC TC 108, which was in charge for the development of the standard mentioned. The objective of the standard IEC 62368-1 is to fill the gap that was made due to fast development of multimedia technology, since the existing safety standards were not able to follow these changes.
