Households' strategy in old-age : financing retirement and care in Hungary

Although discussions about aging and the consequences of demographic change have crept into the realm of public debate in Hungary recently, the real impact of the coming change is still not felt on a policy level. Nevertheless, this is due to change soon, as the aging of society puts fiscal burdens on the country's budget. Until now, the restructuring of the welfare state has been more closely connected to the economic and political changes of the 1990s. In the following we will focus on the analysis of these two processes influencing the strategy of households about retirement and aging. First, we will analyze their process of adaptation to the circumstances of market economy from the perspective of retirement and the level of income during retirement. Secondly, we will focus on how the perspective of a longer life-span and the changing role of the welfare state have further influenced these strategies.

Abstract

Čeprav so razprave o staranju in posledicah demografskih sprememb v zadnjem času prodrle tudi v javno razpravo, pravega vpliva prihajajočih sprememb na ravni politik še ni zaznati. Vendar pa se bo to kmalu spremenilo, saj staranje prebivalstva finančno obremenjuje državni proračun. Doslej je bilo prestrukturiranje socialne države tesneje povezano z ekonomskimi in političnimi spremembami v 90-ih letih 20. stoletja. V prispevku se bova osredotočila na analizo dveh procesov, ki vplivata na izbiro strategije glede upokojitve in staranja. Najprej bova analizirala, kako se gospodinjstva prilagajajo zakonitostim tržne ekonomije z vidika upokojitve in prihodkov med upokojitvijo. Nato bova preučila, kako na pokojninske strategije dodatno vplivata obet daljše življenjske dobe in spreminjajoča se vloga socialne države.
