Crisis management as an instrument of governments for enforcing security in transitional democracies has become a genuine issue for analysis. Managing crises has encountered threats that demand faster and more coordinated response and management strategy that surpasses the capacities of exclusively military crisis management. In those circumstances, as a legitimate issue and precondition for successful execution of security, crisis management has become a part of the agenda of the post-conflict Macedonia. The experience from the 2001 crisis, and even before that, implies the need for crisis management system. Thus, seeking an appropriate solution to avoid the identified shortcomings and to include prevention was solved with the establishment of the Crisis Management Center. Therefore, the offered concept for structuring the Crisis Management Center expresses high applicative value. Modelling is based on the predetermined compatibility as an initial foundation of the necessary explicit functionality both from intra and inter character.
