Organizational effectiveness is based on clearly defined objectives, effective work organization, a competent workforce, and the strategic use of available resources. Well-designed business processes play a crucial role, as they facilitate the efficient, transparent and high-quality implementation of activities while generating value for service users. The development of information and communication technologies and the digitalization of public administration are increasingly shaping the delivery of public services and the organization of work. Early childhood education constitutes an important area of the public sector, where the efficient organisation of the kindergarten enrolment process is important for both users and service providers. Electronic kindergarten enrolment via the eUprava portal represents a digitally supported means of applying for early childhood education. The purpose of this thesis is to analyse electronic enrolment and to examine employees’ perceptions of its efficiency, transparency, advantages and disadvantages, as well as its impact on work organization and administrative workload of employees. The thesis combines theoretical foundations in the fields of business process management, digitalisation, and e-government with a qualitative case study, within which semi-structured interviews were conducted with five employees at the selected public kindergarten. The interview data were analysed using qualitative content analysis. The results show that participants associate electronic enrolment with reduced manual data entry and paper documentation, as well as easier access to data and greater transparency. According to their perceptions, electronic enrolment supports the more efficient performance of individual process activities and affects work organization and the distribution of administrative tasks. The key challenges include the need for adequate digital competencies, technical support, the risk of digital exclusion among certain users, and employees’ adaptation to new ways of working. The findings of the study serve as a foundation for the further development and improvement of digitally supported kindergarten enrolment procedures.
