The thesis compares support practices for socially and economically deprived children and
families in Ljubljana in the period 2021–2025 through the cases of Mladinsko središče Vič,
Materinski dom Ljubljana and Veriga dobrih ljudi. Its purpose is to examine how publicly available
documents present the institutional frameworks, organisational logics, target groups, access routes,
conditions of inclusion, forms of support and barriers to access. The study uses a qualitative
comparative case-study design and a thematic analysis of programme descriptions, rules, strategic
documents, business and annual reports covering 2021–2025, and an evaluation report. The
document analysis supports the finding that the programmes differ in their organisational models
and in the formalisation of access: Mladinsko središče Vič is documented as a day and prevention-
oriented programme, Materinski dom Ljubljana as a time-limited residential programme, and
Veriga dobrih ljudi as a non-governmental programme combining several forms of support and
involving an application, verification of circumstances and professional assessment. The available
sources allow a comparison of formal characteristics and documented forms of support, but not an
equally detailed assessment of actual accessibility, practitioners’ everyday work, users’ subjective
experiences or long-term outcomes. Materinski dom Ljubljana is the only one of the three cases
for which a separate evaluation report with some data on users and exits is publicly available. The
findings are therefore limited to characteristics directly supported by the analysed documents.
