Abstract
Potres in cunami, ki sta 11. marca 2011 prizadela regijo Tōhoku in sta danes znana kot veliki vzhodnojaponski potres, sodita med najhujše naravne nesreče v sodobni zgodovini Japonske. Magnituda potresa, višina cunamija in število žrtev so močno presegli vsa dotedanja pričakovanja. Glede na stopnjo potresa in obseg cunamija je bilo število žrtev razmeroma majhno, kar je mogoče pripisati dobro razvitemu sistemu za obvladovanje naravnih nesreč. Japonska uporablja tako strukturne (npr. morske stene in valobrani) kot nestrukturne ukrepe (npr. evakuacijske vaje). Kljub temu so bili ti ukrepi zasnovani na bistveno manj zahtevnih scenarijih, zato so se v številnih primerih izkazali za nezadostne. Poleg tega so med prebivalci ustvarili lažen občutek varnosti, kar je negativno vplivalo na pravočasnost in učinkovitost evakuacije ter posledično prispevalo k večjemu število žrtev. Na podlagi izkušenj iz velikega vzhodnojaponskega potresa so po letu 2011 na Japonskem prenovili sistem pripravljenosti na naravne nesreče. Ena glavnih sprememb je bil konceptualni premik od najbolj verjetnega k najhujšemu možnemu scenariju. Prav tako je veliki vzhodnojaponski potres prispeval k večji ozaveščenosti o naravnih nesrečah in izboljšanju splošne pripravljenosti nanje po vsej Japonski. V prvem delu naloge sem analizirala, kako so takrat obstoječi ukrepi in protokoli vplivali na število smrtnih žrtev zaradi cunamija, v drugem delu pa sem predstavila vpliv te naravne nesreče na nadaljnji razvoj japonskih protiukrepov in protokolov za primer cunamija.

Title:Japan's preparedness for natural disasters : analysis of preventive measures and response protocols before and after the earthquake and tsunami in the Tōhoku region
Abstract:
The Great East Japan Earthquake, which occurred on March 11, 2011, is considered one of the worst natural disasters in modern Japanese history. The magnitude of the earthquake, the height of the tsunami, and the number of casualties far exceeded all prior expectations. Given the scale of the disaster, the number of casualties was relatively low. This was in large part thanks to a well-developed disaster management system, as both structural (e.g., seawalls and breakwaters) and non-structural measures (e.g., evacuation drills) were in place. However, the aforementioned measures had been intended for a much smaller scenario and were oftentimes insufficient. They created a false sense of security among residents, which negatively affected evacuation efforts and consequently contributed to a rise in casualties. Japan’s disaster preparedness system underwent major changes as a direct result of the lessons learned during the Great East Japan Earthquake. One of the most important was a conceptual shift towards preparedness for the worst-case scenario. Furthermore, the 2011 Tōhoku earthquake and tsunami greatly contributed to a general raise in disaster awareness and preparedness across the entirety of Japan. The first part of this thesis analyses the impact of the measures that were in use during the Great East Japan Earthquake and their impact on the number of casualties. The second part focuses on the impact of this natural disaster on Japanese countermeasures and disaster preparedness, particularly in the event of a tsunami.
