Abstract
Kot prostor, ki temelji na znanju, ima univerza že od nekdaj pomembno vlogo v mestih. S prehodom gospodarstva, ki temelji na industriji, na gospodarstvo, ki temelji na znanju, se je zaradi preobrazbe družbe in mest spremenila tudi vloga univerze v mestih in družbi. Skupaj z na znanju temelječim gospodarstvom, globalizacijo in okoljskimi krizami so se v mestih pojavili novi izzivi, ki zahtevajo nove načine reševanja. Posledično so se v raziskovalnem in strokovnem diskurzu v povezavi z mesti začeli uporabljati številni novi koncepti. V disertaciji so podrobneje obravnavani trije sodobni koncepti mest (tj., trajnostno, pametno in prožno mesto), pri čemer so za vsakega opredeljene tudi matrike, ki se uporabljajo pri ocenjevanju mest. Poleg tega je proučena vloga univerz v mestih od njihove ustanovitve do najnovejših urbanih razvojnih usmeritev, vključno s tremi izbranimi koncepti. Razvijajoča se povezava med univerzo in mestom je predstavljena s primerom Prištine in njene univerze. V raziskavi so uporabljene opisne, analitične in empirične metode. Temelji na pregledu najrazličnejše literature, vključno s knjigami, raziskovalnimi članki, objavljenimi analizami, poročili, urbanističnimi načrti ter mestnimi in univerzitetnimi arhivi, pa tudi na terenskih opazovanjih in intervjujih. Izsledki kažejo, da je univerza pomemben dejavnik v mestnem razvoju, kar se kaže na različne načine skozi čas in prostor ter je razvidno tudi iz študije primera Univerze v Prištini. Empirična raziskava je pokazala, da Priština ne sledi večini trajnostnih, pametnih in prožnih načel. Kljub temu Univerza v Prištini s preoblikovanjem nekdanje vojaške baze v univerzitetni kampus, spodbujanjem rabe javnega odprtega prostora in čiste mobilnosti, uvedbo ukrepov za čisto energijo ter krepitvijo kulturne in socialne vključenosti izstopa kot pomembna prvina zgodnjega urbanega razvoja in dejavnik, ki pomembno vpliva na prostorski razvoj mesta. Disertacija prispeva k teoriji zadevnega področja s predstavitvijo povezave med prostorskim razvojem univerze in sodobnimi koncepti mesta, empirično pa je pomembna zato, ker je v njej prvič sistematično dokumentiran in analiziran prostorski razvoj Univerze v Prištini. Zapolnjuje namreč precej presenetljivo vrzel v dokumentiranju prostorskega razvoja te univerze. Omenjeni teoretični in empirični prispevek daje podlago nadaljnjim raziskavam, načrtovanju in razvoju. V disertaciji so poleg tega predstavljena priporočila za prihodnje raziskave, na podlagi katerih bi se izboljšalo razumevanje povezav med univerzo in mestom, in sicer tako v Prištini kot drugih mestih v razvoju.

Title:Spatial Development of the University as a Factor in a City’s Urban Development
Abstract:
The university as a knowledge-intense space is a key urban factor that historically plays a vital role in cities. With the shift of the industry-based economy to a knowledge-based economy, the role of the university in cities and society has been repositioned by social and urban transformation. Along with the knowledge-based economy, globalization, and environmental crises, new challenges have arisen in cities that demand new ways of being addressed. As a result, many new notions of cities have entered research and professional discourse. This dissertation refines the three contemporary city notions—sustainable, smart, and resilient—and identifies matrices for each that are applied in city assessment. Further, the role of the university in the city is investigated from its establishment to the most recent urban developments, including the three selected city notions. The evolving relationship between the university and the city is contextualized through a case study of the University of Prishtina and the developing city of Prishtina. The main methods used in this study are the descriptive, analytical, and empirical methods. The research materials are drawn from wide-ranging literature, including books, research articles, published analyses, reports, urban plans, city and university archives, site observation, and interviews. This research concludes that the university is a factor in a city’s urban development that has been manifested in various ways through time and across place, also shown by the case study of the University of Prishtina. In the case of Prishtina, it is evident from empirical assessment that the city lacks the majority of sustainable, smart, and resilient principles. Nevertheless, the University of Prishtina stands out as a prominent early urban development and a factor in shaping the city through the transformation of a former military base into a university campus, promotion of public open space and clean mobility, the introduction of clean energy measures, and cultural and social inclusion. This dissertation contributes theoretically by establishing a connection between university spatial development and contemporary city notions, and empirically by providing the first systematic documentation and assessment of the evolution of the University of Prishtina. It fills the rather surprising gap of the University of Prishtina’s spatial development documentation. These two interconnected contributions establish a foundation for further research, planning, and development. Finally, this dissertation provides recommendations for future research to advance the understanding of university–city relationships in the city of Prishtina and other developing cities.
