Omejiti ali ne omejiti : učinki in učinkovitost omejitev uporabe pametnih telefonov v šolskem okolju

Abstract
V zadnjih letih so številne države in šole razpravljale o prepovedi uporabe pametnih telefonov (PT) v šolskem okolju. Ta razprava je v zadnjih mesecih zelo živa tudi pri nas, zato smo zbrali ugotovitve o vplivu PT na otrokov razvoj in analizirali različne pristope k omejevanju uporabe PT v šolah, pri čemer navajamo primere iz držav, ki so že uvedle posebne prepovedi ali izdale uradne smernice. Glavni argumenti za omejitev uporabe PT med otroki vključujejo izboljšanje osredotočenosti na učno delo, zmanjšanje motenj pri pouku ter preprečevanje negativnih vplivov na telesno, duševno in socialno zdravje. Nasprotniki takšnih prepovedi poudarjajo izobraževalne koristi PT, kot so dostopnost izobraževanja, razvoj digitalne pismenosti in izboljšana komunikacija. Pristopi k omejevanju uporabe PT v šolah so različni: od popolne ali delne prepovedi, smernic za vključevanje PT v učni proces in formalno postavljenih pravil za uporabo PT v učnem procesu posameznega predmeta do dodeljevanje avtonomije učiteljem in učencem pri določanju pravil o uporabi PT. Pravni vidiki in pedagoški cilji imajo ključno vlogo pri oblikovanju politik, ki uravnotežijo izobraževalne koristi tehnologije z zmanjšanjem njenih negativnih vplivov na učni proces in učenca.

Title:To ban or not to ban : the effect and effectiveness of smartphone bans in the school environment
Abstract:
In recent years, many countries and schools have engaged in ongoing discussions about banning the use of smartphones (SPs) in educational settings. This debate has gained significant traction in our country in recent months, prompting us to examine the impact of SPs on child development and to explore different approaches to limiting their use in schools. We also highlight examples from countries that have already implemented specific bans or issued official guidelines. The main arguments for limiting SP use among children include improving focus on academic work, reducing distractions during lessons, and preventing potential negative effects on physical, mental, and social health. Opponents of such bans emphasize the educational benefits of SPs, such as access to education, development of digital literacy, and improved communication. Schools have adopted a variety of approaches to smartphone regulation: ranging from full or partial bans, to guidelines for integrating smartphone use into the learning process, or granting teachers and students autonomy in setting usage rules. Legal aspects and pedagogical objectives play a key role in shaping policies that balance the educational benefits of technology with the reduction of its negative impacts on the learning process and the student.
