Kulturna diplomacija Tajvana na primeru filmskih festivalov v Evropi

Abstract
Diplomsko delo obravnava tajvansko kulturno diplomacijo in njeno vlogo pri ohranjanju mednarodne prisotnosti države. V uvodnem poglavju postavim teoretična izhodišča: Nyejev koncept mehke moči, kulturno diplomacijo kot politični instrument in filmske festivale kot platforme za mednarodno kulturno komunikacijo. Drugo poglavje sledi razvoju tajvanske kulturne diplomacije skozi štiri politična obdobja od leta 1949 do danes ter vključuje pogled tajvanske raziskovalke Lee Ying-lin na institucionalne izzive in prihodnost kulturne diplomacije. V tretjem poglavju se posvetim tajvanski kinematografiji, festivalski strategiji in nagradam, ki so jih tajvanski filmi prejeli v Benetkah, Berlinu in Cannesu med letoma 1989 in 2025. Analiza pokaže, da festivalska prisotnost ni bila rezultat načrtovane državne strategije, temveč je nastala iz avtonomnih ustvarjalnih praks filmskih avtorjev in šele naknadno pridobila institucionalno podporo. Filmski festivali za Tajvan posledično ne predstavljajo zgolj platforme za kulturno izmenjavo, temveč enega redkih strukturnih kanalov, prek katerih država vzdržuje mednarodno vidnost in legitimnost v razmerah omejenega formalnega diplomatskega priznavanja.

Title:Taiwan's cultural diplomacy through the lens of film festivals in Europe
Abstract:
This thesis examines Taiwan's cultural diplomacy and its role in maintaining the country's international presence. The introductory chapter establishes the theoretical framework: Nye's concept of soft power, cultural diplomacy as a political instrument, and film festivals as platforms for international cultural communication. The second chapter traces the development of Taiwan's cultural diplomacy across four political periods from 1949 to the present, and incorporates the perspective of Taiwanese scholar Lee Ying-lin on the institutional challenges and future directions of cultural diplomacy. The third chapter focuses on Taiwanese cinema, the festival strategy, and the awards received by Taiwanese films at Venice, Berlin, and Cannes between 1989 and 2025. The analysis demonstrates that Taiwan's festival presence was not the outcome of a deliberate state strategy, but emerged from the autonomous creative practices of individual filmmakers and only subsequently gained institutional support. Film festivals therefore do not represent merely a platform for cultural exchange, but one of the few structural channels through which Taiwan maintains its international visibility and legitimacy under conditions of limited formal diplomatic recognition.
