Cities are established in locations that facilitate their development, which is why many were founded along rivers. The identity of the city of Ljubljana is closely linked to the Ljubljanica River, which has significant historical, economic, and transport roles. In the past, it served as an important trade and transport route, but with the construction of the railway in the 19th century, its significance changed. Today, its role is increasingly shifting towards public use and sustainable forms of mobility. Due to its favourable hydrological characteristics, low gradient, and suitable depth, the river is navigable from Vrhnika to Ljubljana. Developing a waterway between Vrhnika and Ljubljana would require comprehensive consideration of the riverside and the Ljubljana Marshes, where interventions must be coordinated with nature conservation, hydrological, and landscape criteria. The section of the waterway through the city centre requires analysis of existing entry and exit points, bridges, piers, pedestrian and cycle connections, and links to public transport, of which the Ljubljanica River could also become a part. Activities and uses on and along the Ljubljanica River have increased in recent years, especially in navigation for tourist and personal purposes. Proposed developments in the Livada area include a new marina and a branch of the Ljubljana River Master's Office, which would enable navigation control, vessel registration, and mooring supervision. If a circular waterway around the city centre is established, such infrastructure is essential for the management of the waterway and river traffic.
The port and Branch of the River Captain’s Office project address the lack of moorings and general control of navigation and vessels on the Ljubljanica River. The rowing centre provides additional infrastructure in an area where several rowing clubs are located, while the cycling hotel encourages exploration of the city and its surroundings through alternative forms of mobility.
