Abstract
Magistrsko delo obravnava izziv trajnostne urbane regeneracije degradiranega območja lahke industrije in storitvenih dejavnosti v Celju. Cilj tega magistrskega dela je dokazati, da je znotraj paradigme Mesta po rasti (Post-Growth City) mogoče izvesti učinkovito zgoščevanje mesta navznoter, ne da bi pri tem žrtvovali kakovost urbanega okolja. V iskanju prostorskih rešitev se projektni del osredotoča na zadrževanje obstoječega faktorja zazidanosti in drastično povečanje faktorja izrabe izključno preko višinskih gabaritov. Takšen pristop preprečuje razraščanje stavb v tlorisu ter omogoča ohranitev in širitev zelenih površin ter raščenega terena, kar neposredno naslavlja problematiko urbanega toplotnega otoka. Prav tako so predlagani ukrepi za preoblikovanje javnega prostora, ki črpajo iz tehničnih smernic modela Superblok, kot so radikalno umirjanje prometa in vzpostavitev skupnega prometnega prostora (shared space). Naloga hkrati prepoznava ključne izzive pri procesni implementaciji prenove kompleksnih degradiranih urbanih območij. Poseben poudarek je na ugotovitvi, da tradicionalni participativni mehanizmi v območjih z močno in razdrobljeno zasebno lastniško strukturo ne zadostujejo, s čimer je začetna hipoteza o celoviti uporabi modela Superblok delno ovržena. V iskanju ustreznih rešitev za uspešno izvedbo so zato predlagani mehanizmi kolaborativnega upravljanja. Z uravnoteženim pristopom, ki lokalne gospodarske akterje prepoznava kot sidrne institucije in vključuje orodja javno-zasebnega dialoga, se spodbuja ustvarjanje skupne vrednosti. S sintezo takšnih prostorskih in upravljavskih rešitev bi obravnavano območje lahko ponovno postalo privlačen, vitalen in trajnostno naravnan del celjskega urbanega sistema.

Title:"Super-block" Celje: Collaborative Governance of Urban Regeneration in the Context of a Post-Growth City
Abstract:
The master's thesis examines the challenge of sustainable urban regeneration of a degraded light industrial and service area in Celje. The aim of the research is to demonstrate that within the Post-Growth City paradigm, it is possible to achieve effective inward urban densification without compromising the quality of the urban environment. In searching for spatial solutions, the design part focuses on maintaining the existing building coverage ratio while drastically increasing the floor area ratio exclusively through height profiles. Such an approach prevents building sprawl and enables the preservation and expansion of green spaces and natural ground, directly addressing the issue of the urban heat island. Furthermore, measures for transforming public space are proposed, drawing from the technical guidelines of the Superblock model, such as radical traffic calming and the establishment of shared space. At the same time, the thesis identifies key challenges in the procedural implementation of regenerating complex degraded urban areas. Special emphasis is placed on the finding that traditional participatory mechanisms are insufficient in areas with a strong and fragmented private ownership structure, whereby the initial hypothesis regarding the comprehensive application of the Superblock model is partially refuted. To find suitable solutions for successful execution, collaborative management mechanisms are proposed. With a balanced approach that recognizes local economic actors as Anchor Institutions and incorporates Public-Private Dialogue tools, the creation of Shared Value is encouraged. Through the synthesis of such spatial and management solutions, the area in question could once again become an attractive, vital, and sustainably oriented part of Celje's urban system.
