Abstract
Energy transition is a multidimensional process that involves technological, economic, political, and social changes in how energy is produced, distributed, and consumed. The thesis examines how the European Union, through the European Green Deal, influences the energy transition in the Western Balkans. The research focuses on six countries: Albania, Bosnia and Herzegovina, Kosovo, North Macedonia, Montenegro and Serbia. The goal is to assess EU influence through the dimensions of regulatory alignment with the EU energy and climate acquis, financial assistance and support instruments, and national implementation. The thesis combines qualitative analysis of European Union, Energy Community and national policy documents with interpretive analysis of secondary statistical data and indicators. Findings show that the European Green Deal has intensified reform efforts in the region, especially through National Energy and Climate Plans, renewable-energy legislation, electricity-market reforms, carbon-pricing requirements and the European Union’s financial instruments. However, the European Union’s influence is stronger in formal legislative alignment than in practical implementation. Progress is uneven across the region, yet the transition remains incomplete in all six countries due to continued reliance on coal, limited administrative capacity, fragmented governance, financing constraints, energy poverty and weak enforcement.

Title:Evropski zeleni dogovor in energetski prehod na Zahodnem Balkanu : magistrsko delo
Abstract:
Energetski prehod je večdimenzionalen proces, ki vključuje tehnološke, ekonomske, politične in družbene spremembe v načinu proizvodnje, distribucije in porabe energije. Magistrsko delo preučuje, kako Evropska unija prek Evropskega zelenega dogovora vpliva na energetski prehod na Zahodnem Balkanu. Raziskava se osredotoča na šest držav: Albanijo, Bosno in Hercegovino, Kosovo, Severno Makedonijo, Črno goro in Srbijo. Cilj je oceniti vpliv Evropske unije skozi dimenzije regulativnega usklajevanja z evropskim energetskim in podnebnim pravnim redom, finančne pomoči in podpornih instrumentov ter dejanske implementacije v praksi. Magistrsko delo združuje kvalitativno analizo dokumentov Evropske unije, Energetske skupnosti in nacionalnih politik z interpretativno analizo sekundarnih statističnih podatkov in kazalnikov. Ugotovitve kažejo, da je Evropski zeleni dogovor okrepil reformna prizadevanja v regiji, zlasti prek Nacionalnih energetskih in podnebnih načrtov, zakonodaje o obnovljivih virih energije, reform elektroenergetskih trgov, zahtev glede določanja cen ogljika in finančnih instrumentov Evropske unije. Vendar je vpliv Evropske unije močnejši pri formalnem zakonodajnem usklajevanju kot pri implementaciji v praksi. Napredek v regiji je neenakomeren, prehod pa v vseh šestih državah ostaja nedokončan zaradi nadaljnje odvisnosti od premoga, omejenih administrativnih zmogljivosti, razdrobljenih struktur upravljanja, finančnih omejitev, energetske revščine in šibke implementacije.
