Abstract
Magistrsko delo obravnava izzive sistema dolgotrajne oskrbe v Sloveniji, ki jih poglabljajo demografske spremembe, naraščajoče potrebe starejšega prebivalstva ter omejeni finančni viri in viri na področju ravnanja z zaposlenimi. Namen raziskave je analizirati ključne pomanjkljivosti slovenskega sistema, oceniti vpliv Zakona o dolgotrajni oskrbi (ZDOsk-1) ter s pomočjo primerjalne analize Danske in Nizozemske oblikovati predloge za izboljšave v smeri večje dostopnosti, kakovosti in trajnostne vzdržnosti storitev. Metodološki pristop združuje vsebinsko analizo nacionalnih in mednarodnih dokumentov, normativno presojo zakonodaje in primerjalno metodo. Polstrukturirani intervjuji z deležniki nadgradijo teoretične ugotovitve z raziskovalnimi vpogledi iz prakse. Rezultati kažejo, da sistem zaznamujejo pravna nedorečenost, podfinanciranost, pomanjkanje zaposlenih in razdrobljenost pristojnosti. Danska in Nizozemska ponujata več prenosljivih rešitev, kot so decentralizirano izvajanje, stabilno financiranje, osebni proračuni, digitalizacija in podpora neformalnim oskrbovalcem. Naloga prispeva k razvoju stroke z večdimenzionalnim analitičnim okvirom in nizom predlogov, prilagojenih slovenskemu kontekstu.

Title:Reform of long-term care in Slovenija [!] – challenges and international practices
Abstract:
This master’s thesis examines the challenges facing the long-term care system in Slovenia, which are exacerbated by demographic changes, the growing needs of the elderly population, and limited financial and human resources. The purpose of the research is to analyze the key shortcomings of the Slovenian model, assess the impact of the Long-Term Care Act (ZDOsk-1), and, through a comparative analysis of Denmark and the Netherlands, formulate proposals for improvements aimed at greater accessibility, quality, and sustainability of services. The methodological approach combines content analysis of national and international documents, a normative assessment of legislation, and a comparative method Semi-structured interviews with stakeholders supplement the theoretical findings with empirical insights from practice. The results show that the system is characterized by legal ambiguity, underfunding, staff shortages, and fragmented responsibilities. Denmark and the Netherlands offer several transferable solutions, such as decentralized implementation, stable funding, personal budgets, digitization, and support for informal caregivers. This thesis contributes to the development of the field with a multidimensional analytical framework and a set of proposals tailored to the Slovenian context.
